500 <br /> <br />Upon return from trip, a presentation of a brief report in <br />writing to the Board of Commissioners detailing the event or <br />conference attended and the benefit to the County as a whole. <br />Disclosure to the Board of Commissioners the full cost of the <br />travel, including direct bill items. <br /> <br /> Motion was made by Commissioner Fennel and seconded by Chairman Barnhart <br />to approve the "Alternate Proposal Travel Policy for Cabarrus County Board of <br />Commissioners" (draft) in concept with the County Manager, Personnel Director and <br />Chairman Barnhart to take a look at any other needs before the next meeting and <br />for the Board to formally adopt the travel policy at its next meeting. Further, <br />he moved for a review of the provisions of the County Manager's contract <br />relative to reimbursement of and authorization for travel expenses and if these <br />items are not accomplished to the Board's satisfaction that a travel policy be <br />implemented for the County Manager along with Board members. The motion failed <br />with Commissioner Fennel and Chairman Barnhart voting for and Commissioners <br />Carpenter, Casper and Payne voting against. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Barnhart opened the meeting for Informal Public Comments at 8:56 <br />P.M. <br /> <br /> Mr. Wayne Trexler, member of the Social Services Board, addressed the need <br />for employee pay incentives. He stated in his opinion an employee would become <br />financially interested in the County government if he is financially rewarded for <br />his efforts. <br /> <br /> There was no one else present who wished to address the Board, and Chairman <br />Barnhart closed the Informal Public Comments portion of the meeting. <br /> <br />REPORT~ <br /> <br />1993 Christmas Tree Decorating Contest <br /> <br />The winners of the tree decorating contest were as follows: <br /> <br />Elementary Schools (Grades K-2) <br />1 - Fred L. Wilson <br />2 Royal Oaks <br /> <br />Middle School <br />1 Mount Pleasant <br />2 Northwest Cabarrus <br /> <br />Elementary Schools (Grades 3-5) <br />1 - Harrisburg <br />2 Fred L. Wilson <br />3 - Jackson Park <br />4 - Winecoff <br /> <br />High School <br />1 Mount Pleasant <br /> <br />The first place winners will each receive a computer or other technology <br />equipment valued at up to $1,400.00; each second place will receive computer <br />software or other technology equipment valued up to $525.00; each third and <br />fourth place will receive computer software or other technology equipment valued <br />up to $225.00. Noting that there was a shortage of entries in some categories, <br />Commissioner Carpenter stated that the prize money that was not awarded will be <br />saved for the 1994 tree contest. <br /> <br />Grime Summit <br /> <br /> Chairman Barnhart asked Commissioners Carpenter and Payne to work on the <br />follow-up to the December 4 crime summit. Commissioner Carpenter indicated that <br />a meeting would be held in January to receive public input. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, the meeting was <br />adjourned at 9:00 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
