She recommended that such a process be expanded throughout County <br />government and asked that the County Manager share this information with other <br />County departments. <br /> <br />REPORTS <br /> <br />Human Services Conference Report - Commissioner Carpenter <br /> <br /> Commissioner Carpenter reported that she had recently attended the Human <br />Services Conference in San Francisco. She indicated that federal grant funds may <br />become available to help the homeless and to implement the 21st Century Plan to <br />integrate the human service agencies in the county. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the Water <br />and Sewer District meeting. <br /> <br /> Chairman Barnhart reconvened the meeting of the Board of County <br />Commissioners. <br /> <br />Recommendation for Travel Policy for the Board of Commissioners Mr. Ken Ollo <br /> <br /> Mr. Ken Ollo of Tax Watch presented a proposed travel policy for members <br />of the Board. In addition to the provisions contained in the current Travel <br />Policy for County employees, Mr. Ollo proposed that the Board's policy include <br />the following: <br /> <br />Section 1, Policy Statement; <br />A The intent of this policy is to hold the Commissioners <br /> accountable for the expenditure of taxpayer money as it <br /> relates to travel. <br />B To ensure travel is absolutely essential and has a direct <br /> benefit for the County as a whole. <br />Section 2. Policy Administration; <br />A The Chairman and the County Manager are responsible for the <br /> administration of the provisions of this policy. <br />Section 3, Disclosure; <br />A Prior to any planned out of County travel a full disclosure <br /> shall be made to the Board of Commissioners detailing the <br /> event or conference. <br />B Upon return from trip, a presentation of a brief report in <br /> writing to the Board of Commissioners detailing the event or <br /> conference attended and the benefit to the County as a whole. <br />C Disclosure to the Board of Commissioners the full cost of the <br /> travel, including direct bill items. <br /> <br /> Commissioner Fennel presented a draft of an "Alternate Proposal Travel <br />Policy for Cabarrus County Board of Commissioners" which he stated was similar <br />to Mr. Ollo's proposal and included minor changes to meet IRS regulations. <br />Sections 1, 2, and 3 of the draft were as follows with the remaining policy based <br />on the current Travel Policy for County employees. <br /> <br />Section 1. Policy Statement: The intent of this policy is to make <br />uniform provision for reimbursement of necessary expenses of County <br />Commissioners who are required to travel within or without the <br />county boundaries in the performance of their duties and in the <br />interest of county affairs. <br />Section 2. Policy Administration: The Cabarrus County Board of <br />Commissioners is responsible for the provisions of this policy and <br />authorized to approve travel reimbursements. Such reimbursements <br />will be audited by the Finance Director and reviewed by the County <br />Manager. <br /> Section 3. Disclosure: <br />A.
