<br />Section 18 Van Acquisition Request
<br />
<br /> Mr. Mike Byrd, Transportation Planner, requested that the Board consider
<br />the purchase of up to four vans for the Transportation Program through the
<br />Section 18 grant procedures of the North Carolina Department of Transportation.
<br />The total cost is $22,600.00 per van, including radio and "tax and tag", with a
<br />County cost of $3,900.00 per van.
<br />
<br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and
<br />unanimously carried, the Board approved the purchase of up to four vans for the
<br />Transportation Program if approved by the North Carolina Department of
<br />Transportation through the Section 18 grant procedure.
<br />
<br /> The appropriate budget amendment will be brought to the Board after the
<br />determination of the number of vehicles that will be available to Cabarrus
<br />County.
<br />
<br />Change in Regular Meeting Schedule for January, 1994
<br />
<br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Payne and
<br />unanimously carried, the Board by resolution changed the second regularmeettng
<br />in January from 6:30 P.M. on Monday, January 17, to 6:30 P.M. on Tuesday, January
<br />18, 1994, due to the Martin Luther King holiday.

<br />Bid Award - Howell Child Care Center, Inc. Sanitary Sewer Improvements
<br />
<br /> Mr. Henry Waldroup, Utilities Director, presented the following bids which
<br />were received on December 2, 1993 for the construction of the Howell Child Care
<br />Center, Inc. sewer project. The project included 5,700 feet of 8 and 12 inch
<br />gravity sewer, a pump station on Morrison Road and 27,300 feet of force main to
<br />the existing outfall along Back Creek on Pharr Mill Road, thus eliminating the
<br />discharge of treated waste from the Howell Center Waste Treatment Plant into
<br />Caldwell Creek.

<br /> The project total is $633,987.38, including grant administration,
<br />engineering and right-of-way. Funds committed to the project total $578,247.00,
<br />thus creating a fund shortage of $55,740.38. It was recommended that funds from
<br />the Whitley CDBG local unexpended funds (CDBG 92-E-0006) be transferred to the
<br />Howell CDBG project. Mr. Bob Stark, Consultant, also addressed the need for the
<br />eight-inch force main and indicated that efforts will continue to secure the
<br />additional funds needed to upsize the lines.

<br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and
<br />unanimously carried, the Board awarded the bid for the Howell Child Care Center
<br />Sewer Line (CDBG 92-E-0012A) to the low bidder, R. F. Shinn Construction, in the
<br />amount of $542,726.38 (Base Bid) with the understanding that the matter will come
<br />back to the Board if funds become available to upsize the force main from six
<br />inches to eight inches.
<br />
<br /> The appropriate budget amendment to transfer funds to the Howell project
<br />will be brought back to the Board at a later date.
<br />
<br />Update on the Muddy Creek Wastewater Treatment Plant
<br />
<br /> Mr. Waldroup reported that the geotechnical investigation for the Muddy
<br />Creek sewer project is continuing along with the acquisition of necessary rights
<br />of way.
