444 <br /> <br /> Mr. Tony Scott, President of the Cabarrus County Minority Business <br />Council, briefly ~eviewed the Small Business Program which has been in existence <br />for one year in Cabarrus County. <br /> Mr. Troy Watson, Executive Director of the Charlotte Area Business League, <br />presented informaqion relative to the Small Cities Program which he described <br />as an economic and community development initiative. Stating the cost to fund <br />such a program in Cabarrus Gounty would be approximately $20,000.00 to <br />$25,000.00 annually, Mr. Watson asked that the County approve a one-time funding <br />allocation of $12,000.00 for the program. <br /> Chairman Carpenter advised Mr. Watson that the Board would take his <br />request under consideration. <br /> Mr. Gerald A. Newton, Director of Planning, Zoning and Building <br />Inspection, reviewed additional action required by the Board relative to the <br />Kannapolis Addressing Project. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby and Payne and Chairman Carpenter voting for, the <br />Board adopted the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PLANNING, ZONING, BUILDING INSPECTION <br />AMOUNT $6,500.00. <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: To create the Budget Line <br />Addressing Project <br /> <br />Items for the Kannapolis <br /> <br /> Line Item <br />Account Number <br /> <br />Present Approved <br />Budget <br /> <br />Increase <br /> <br />Decrease <br /> <br />Revised <br />Budget <br /> <br />01-01-32-30-104 0 $6,500 <br /> (Expense) <br /> <br />$6,500 <br /> <br />6-32-20-506 <br />Kannapolis Addressing <br /> (Revenue) <br /> <br />0 $6,500 $6,500 <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby, and Payne and Chairman Carpenter voting for, the <br />Board approved the addition of a "Planning Intern" position to the County <br />Classification Plan at Salary Grade 50. The Board further approved the job <br />description for the Planning Intern position as submitted by Mr. Gerald A. <br />Newton, Director of Planning, Zoning, and Building Inspection. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with <br />Commissioners Hamby, Barnhart and Payne and Chairman Carpenter voting for, the <br />Board set a public hearing for 7:00 P.M. on Monday, February 3, 1992, to <br />consider the adoption of the Cabarrus County Road Name and Address Display <br />Ordinance. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />APPENDIX A <br />RESOLUTION <br /> <br /> Applicant <br />Seeking Permission to Apply For Section 18 Funding, Enter into Agreement <br />with the North Carolina Department of Transportation and Provide the <br />Necessary Assurances. <br /> <br /> A motion was made by Commissioner Jeffrey L. Barnhart, seconded by <br />Commissioner Kenneth F. Payne for the adoption of the following resolution, and <br />upon being put'to a vote was duly adopted. <br /> <br />WHEREAS, the North Carolina Department of Transportation has <br />received a grant from the US Department of Transportation authorized <br />by Section 18 of Urban Mass Transportation Act of 1964, as amended, <br />to provide assistance for rural public transportation projects; and <br /> <br /> <br />
