460 <br /> <br />1992, in the Gymnasium of the Central Cabarrus High School, N.C. <br />Highway 49, South, in Concord, North Carolina, as the hour, day and <br />place for the public hearing upon the foregoing resolution and <br />directed the Clerk to said Board to publish or cause to be published <br />a notice of said public hearing once in The Concord Tribune, The <br />Kannapolis Daily Independent and The Charlotte Observer/Cabarrus <br />Neighbors as required by the North Carolina Water and Sewer <br />Authorities Act, as amended, not later than the tenth day before <br />said date. <br /> <br /> Chairman Carpenter recessed the meeting at 7:55 P.M. until the conclusion <br />of the meeting of the Board of Commissioners for the Water and Sewer District. <br /> Chairman Carpenter reconvened the meeting of the Board at 8:00 P.M. <br /> Chairman Carpenter announced that Cabarrus County would be "Capital for <br /> a Day" on February 10 and that Governor james Martin and members of his cabinet <br /> would be visiting in the county on that date. <br /> Chairman Carpenter opened the meeting for Informal Public Comments at 8:00 <br />P.M. There was no one present to address the Board. <br /> Presentation of the Cost Containment Program was scheduled for the first <br />meeting in March. In addition, Commissioner Simmons announced that the Five- <br />Year Business Plan would be presented at the meeting on February 17. <br /> By consensus, the Board agreed to add a land acquisition matter to the <br />agenda at the request of Mr. Hartsell. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the acquisition of property formerly <br />owned by Joyce Walters and consisting of a residence and approximately four <br />acres of land in the Coddle Creek Reservoir project area at a purchase price of <br />$120,000.00. <br /> Commissioner Hamby presented the following letter and asked that it be <br />included in the minutes. <br /> <br /> January 27, 1992 <br />Cabarrus County Board of Commissioners and <br />Senator Fletcher Hartsell <br />75 Church Street, SE <br />Concord, NC 28025 <br /> <br />Dear Commissioners and Senator Hartsell: <br /> I would like to personally take this opportunity to thank each <br />and every one of you for the Proclamation you resolved making <br />Friday, January 24th, 1992 "Cabarrus Superbowl Day". Your <br />recognition of our achievements excited not only the students, <br />faculty and administration at Concord High School, but also the City <br />of Concord. <br /> Our hope is that the 1991 team will set an example by which <br />other teams will be measured and the sportsmanship displayed during <br />the two Concord-Kannapolis games by the fans and participants will <br />be remembered long after the scores are forgotten. <br /> Chairman Mrs. Carol Carpenter, Vice-Chairman Mr. Bill Hamby, <br />Mr. Jeff Barnhardt (sic), Mr. Kenneth Payne, Mr. Bill Simmons and <br />Senator Fletcher Hartsell 'I appreciate your support of both <br />academics and athletics in Cabarrus County and wish you continued <br />success in all of your endeavors as you work to improve our county <br />daily. <br /> Thank you! <br /> /s/ E. Brown High <br />School had also expressed his appreciation for the "Cabarrus Superbowl Day" <br />proclamation. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and <br />unanimously carried, the Board moved to go into executive session to discuss <br />pending litigation, for consultation with counsel, and to discuss the matters <br />relating to the location or expansion of industries in the county. <br /> <br /> <br />
