Haithcock for their work as Interim Aging Director and <br />Interim Personnel Officer, respectively. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the minutes of January 6, 1992 were approved as written. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Simmons and <br />unanimously carried, the minutes of January 21, 1992 were approved as written. <br /> Ms. Lottie Massey, Regional Ombudsman with the Centralina Council of <br />Governments, reviewed the role of volunteers serving on the Domiciliary and <br />Nursing Home Community Advisory Committees. She reported that members of the <br />Nursing Home Community Advisory Committee had devoted 295 volunteer hours in 94 <br />visits to the homes during 1991. <br /> Ms. Vickie Harris, Chairman of the Domiciliary Home Community Advisory <br />Committee, presented the annual report for that committee and briefly outlined <br />its activities during 1991. <br /> Chairman Carpenter expressed appreciation to all volunteers for their <br />outstanding work and service to the community. <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart and <br />unanimously carried, the Board set a public hearing for 8:30 P.M. on Monday, <br />February 17, 1992, to consider the following road name changes: Unnamed Road <br />to Village Park Drive and Unnamed Road to Willis Park Circle. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the appointment of the following <br />Firemen's Relief Fund Trustees as recommended by their respective fire <br />departments for terms of two years ending January 31, 1994: <br /> <br />Allen <br />Cold Water <br />Flowes Store <br />Georgeville <br />Harrisburg <br />Jackson Park <br />Midland <br />Mt. Hinson <br />Ricky Haigler <br />Earl Wise <br />Scott Barringer <br />Sylvia Coley <br />Keith Clark <br />Steve Rowland <br />Randy Buckwell <br />William Austin <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart and <br />unanimously carried, the Board by resolution changed the time for the regular <br />meeting on February 17, 1992 from 6:30 P.M. to 7:00 P.M. with the meeting to <br />convene at the Central Cabarrus High School Gymnasium for a public hearing on <br />the proposed Water and Sewer Authority. After the hearing, the Board will return <br />to the Commissioners' Meeting Room at the Governmental Center for a zoning public <br />hearing scheduled for 8:00 P.M. and to conduct any other business. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board changed the first regular meeting in March from <br />6:30 P.M. on Monday, March 2, to 6:30 P.M. on Monday, March 9, 1992. A majority <br />of the members will be attending the National Association of Counties (NACo) <br />Legislative Conference in Washington on March 2. <br /> Mr. Jonathan Marshall, Planning staff member, briefly reviewed the proposed <br />Cabarrus County Road Name and Address Display Ordinance. This Ordinance will <br />be a fundamental part of the Enhanced 911 Emergency Communications System which <br />is scheduled for implementation on October 1, 1992. <br /> Chairman Carpenter opened the public hearing relative to the Cabarrus <br />County Road Name and Address Display Ordinance at 7:18 P.M. She asked if anyone <br />were present who wished to speak for or against the proposed Ordinance. <br /> Captain James Griggs of the Cabarrus County Sheriff's Department and <br />representing Sheriff Robert Canaday spoke in support of the Ordinance. He <br />addressed the importance of properly marking facilities for the operation of the <br />E911 Communications system. <br /> Captain Mike Stegall of the Concord Police Department and representing <br />Police Chief Robert Cansler encouraged adoption of the proposed Ordinance. <br /> There being no one else present to speak regarding the proposed Ordinance, <br />Chairman Carpenter closed the public hearing at 7:22 P.M. <br /> <br /> <br />
