452 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Carpenter and <br />unanimously carried, the Board adopted the Cabarrus County Road Name and Address <br />Display Ordinance with the deletion of the following sentence from Section 6(A): <br />The record plat of any subdivision must show the address for each lot created <br />and/or recorded. The Ordinance as adopted by the Board was as follows: <br /> <br /> THE CABARRUS COUNTY <br />ROAD NAME AND ADDRESS DISPLAY ORDINANCE <br /> <br /> WHEREAS, Cabarrus County's, the City of Concord's, the City <br />of Kannapolis', the Town of Harrisburg's, and the Town of Mt. <br />Pleasant's emergency response agencies and Concord Telephone Company <br />are working to provide a 911 emergency system with Automatic <br />Location Indication (A.L.I.) capacity for the benefit and protection <br />of the citizens of Gabarrus County, and <br /> <br /> WHEREAS, a comprehensive system of street and road addresses <br />is a fundamental component of an E-911 System with A.L.I. capacity, <br />and <br /> <br /> WHEREAS, the City of Kannapolis, Town of Harrisburg, and Town <br />of Mt. Pleasant have adopted resolutions authorizing Cabarrus County <br />to provide addressing services, <br /> <br /> WHEREAS, the targeted start-up date for the A.L.I. System is <br />October 1,1992, <br /> <br /> NOW THEREFORE BE IT RESOLVED AND ORDAINED BY THE Cabarrus <br />County Board of Commissioners: <br /> <br />Section 1. Purpose and Intent <br /> <br /> The purpose and intent of this Ordinance is to provide a <br />uniform system of road addresses for all properties and buildings <br />throughout the County, and its municipalities, in order to <br />facilitate provision of adequate public safety and emergency <br />response services and to minimize difficulty in locating properties <br />and buildings for public service agencies and the general public. <br /> <br />Section 2. Definitions <br /> <br />A) <br /> <br />The following words and phrases when used in this <br />Ordinance shall have the meanings respectively ascribed <br />to them in this Section. <br />1) BUILDING: A structure having a roof supported by <br /> columns or walls for the shelter, support or <br /> enclosure of persons, animals, chattels, or <br /> equipment. When separated by division walls from <br /> the ground up without openings, each portion of <br /> such building may be deemed a separate building. <br /> For the purposes of this Ordinance, the term <br /> "building" may also include other man-made <br /> structures. <br />2) DRIVEWAYS: A private way, beginning at the <br /> property line of a lot abutting a public road, <br /> private road, easement, or private right-of-way, <br /> giving access from that public road, recorded <br /> easement, recorded private road or right-of-way, <br /> and leading to a building, use or structure on <br /> that lot. A driveway may not serve more than a <br /> single lot unless it runs along a lot line shared <br /> by two lots. <br />3) ADDRESS COORDINATOR: The official of the Cabarrus <br /> County Planning, Zoning and Building inspection <br /> Department charged with the administration of this <br /> Ordinance, except in the City of Concord, <br /> including his authorized agent or delegate. <br /> <br /> <br />
