455 <br /> <br /> RESOLUTION APPROVING THE ARTICLES <br /> OF ASSOCIATION AND <br />AGREEMENT FOR THE CENTRALINA JOB TRAINING CONSORTIUM <br /> <br /> WHEREAS, the counties of Cabarrus, Iredell, Lincoln, Rowan, <br />Stanly, and Union as independent and contiguous units of general <br />purpose local government do hereby agree to continue as the <br />Centralina Job Training Consortium to act jointly as a Service <br />Delivery Area (SDA) under the Job Training Partnership Act (JTPA) <br />of 1982, as amended. <br /> <br /> WHEREAS, certain technical revisions to the original "Articles <br />of Association" and subsequent amendments have been made for Program <br />Years 92 and 93 and have been executed by the Chairman of this Board <br />on behalf of this county, subject to ratification of such action by <br />this Board; now, therefore it is <br /> <br /> RESOLVED, that the execution of the aforesaid "Articles of <br />Association and Agreement for the Centralina Job Training <br />Consortium" by our Chairman is ratified and adopted by this Board. <br /> <br /> Ms. Eleanor Koski, Director of the Department of Aging, presented <br />information relative to the Home and Community Care Block Grant Funding Plan for <br />Older Adults which will be effective July 1, 1992. The block grant combines <br />existing funds currently administered by the State Division of Aging and Social <br />Services and includes the following services: Comprehensive Health Screening, <br />Congregate Nutrition, In-Home Aide, Institutional Respite and Transportation <br />Services. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board designated Region F Area Agency on Aging as the <br />lead agency in administering the contract for the Home and Community Care Block <br />Grant Funding Plan for a period of one year and authorized Chairman Carpenter <br />to execute an Agreement with the Region F Area Agency on Aging for that <br />organization to serve as lead agency. <br /> UPON MOTION of Commissioner Simmons, seconded by CommisSioner Barnhart and <br />unanimously carried, the Board appointed the following persons to the Home and <br />Community Care Block Grant Advisory Committee: <br /> <br />Donna Udovich <br />Larry Taylor <br />James F. (Jim) Cook <br />Rodney Duncan <br />Sharon Ritchie <br />Eleanor Koski <br />Jan Roman <br />Sue Casper <br />Paul Griffith <br />Kenneth Payne <br /> <br />Department of Aging Advisory Board Member <br />LIFE Center, Inc. <br />Department of Social Services <br />Department of Social Services <br />Department of Aging <br />Department of Aging <br />Community Member <br />Department of Aging Advisory Board Member <br />Consumer Representative <br />Elected Official (County Commissioner) <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />STATE OF NORTH CAROLINA <br />COUNTY OF CABARRUS <br /> <br />RESOLUTION <br /> <br /> WHEREAS, General Statute 105-286(a)(2) requires all real <br />property be appraised at least once every eight years; and <br /> WHEREAS, the same statute allows any county that desires to <br />conduct an earlier revaluation may do so upon adoption of a <br />resolution so providing; and <br /> WHEREAS, this Board desires to advance the scheduled <br />revaluation effective date from January 1, 1999 to January 1, 1995 <br />as per General Statute 105-286; and <br /> WHEREAS, this Board desires to seek fairness and equity in the <br />distribution of the tax burden in future years (after the January <br />1, 1995 effective date) by performing revaluations every four years, <br />the first of these to be effective January 1, 1999. <br /> <br /> <br />
