465 <br /> <br />wide water and sewer authority. They feel it is essential for future growth of <br />our county. He asked, however, that consideration be given in the future to <br />appointing a resident of Midland to serve on the Authority. <br /> Mrs. Corine Cannon, a resident of the northern Cabarrus area, appeared in <br />support of the proposed Authority. The area in which she lives is in dire need <br />of sewer service. She asked that when sewer service is extended, that their <br />neighborhood be considered. <br /> Mr. Carl Parmer, a Harrisburg resident, stated that he represented over <br />100 Harrisburg residents who support the creation of this Authority but object <br />to Harrisburg's appointment to that board. <br /> Ail of the foregoing statements were duly considered by said governing <br />bodies. <br /> Thereupon, the members of said governing bodies who were present, by <br />unanimous vote, approved continuing such hearing on their respective resolutions <br />separately at such places and times as determined by said governing bodies. <br /> <br /> Thereupon, upon motion of Commissioner Hamby, seconded by Commissioner <br />Simmons, and carried, the Board of Commissioners for the County of Cabarrus <br />determined to continue such hearing on this respective resolution at the same <br />place immediately following such joint public hearing and recessed its regular <br />meeting accordingly. <br /> <br /> The Chairman announced that this was the place and time fixed by the Board <br />of Commissioners for the continuation of the public hearing upon the resolution <br />entitled: "RESOLUTION CONCERNING THE ORGANIZATION OF THE WATER AND SEWER <br />AUTHORITY OF CABARRUS COUNTY PURSUANT TO THE PROVISIONS OF SECTION 162A-3 OF <br />CHAPTER 162A OF THE GENERAL STATUTES OF NORTH CAROLINA, AS AMENDED", which <br />resolution was passed by the Board of Commissioners on first reading on February <br />3, 1992, and considered at a public hearing thereon held by said Board and the <br />governing bodies of the other political subdivisions named therein on February <br />17, 1992, and that said Board would immediately hear anyone who might wish to <br />be heard on the question of the adoption of said resolution. <br /> No one appeared, either in person or by attorney, to be heard on the <br />question of the adoption of said resolution and the Clerk to the Board announced <br />that no written statement relating to said question had been received. <br /> <br /> Thereupon, upon motion of Commissioner Hamby, seconded by Commissioner <br />Simmons and carried, the resolution passed on first reading on February 3, 1992 <br />entitled "RESOLUTION CONCERNING THE ORGANIZATION OF THE WATER AND SEWER AUTHORITY <br />OF CABARRUS COUNTY PURSUANT TO THE PROVISIONS OF SECTION 162A-3 OF CHAPTER 162A <br />OF THE GENERAL STATUTES OF NORTH CAROLINA, AS AMENDED" was read a second time <br />by title and placed upon its adoption. The vote upon the adoption of said <br />resolution was: <br /> Ayes: Commissioners Hamby, Barnhart, and Simmons and Chairman Carpenter <br /> Noes: None <br /> The Chairman then announced that said resolution had been adopted. <br /> The Clerk to said Board was thereupon directed to file or cause to be filed <br />with the Secretary of State of North Carolina a certified copy of said resolution <br />together with proof of publication of the notice of public hearing on said <br />resolution as required by the North Carolina Water and Sewer Authorities Act, <br />as amended. <br /> Chairman Carpenter recessed the meeting at 7:50 P.M. for the Board to <br />travel to the Governmental Center for the remainder of the meeting. <br /> Chairman Carpenter reconvened the meeting at 8:20 P.M. in the <br />Commissioners' Meeting Room at the Governmental Center in Concord. Commissioner <br />Payne joined the meeting at that time and was present for the remainder of the <br />meeting. <br /> Chairman Carpenter opened the public hearing concerning the proposed Zoning <br />Atlas Amendment, Petition 92-01. <br /> Dr. Nancy Randall, Chairman of the Planning and Zoning Commission, <br />presented Petition 92-01 as recommended by the Commission. Mr. Jonathan <br />Marshall, Planning staff member, reviewed the location of the area proposed for <br />rezoning and presented the staff analysis recommending approval of the petition. <br />He advised that the requested rezoning was in compliance with the recently <br />adopted Midland Area Plan. <br /> <br />Petition 92-01 Mary Wallace, part of PIN 5544-60-2740, 2.107 <br />acres, off Wallace Road, Township 10. Wish to rezone from ARR to <br />I-2. The Planning and Zoning Commission voted 6-0 to approve this <br />rezoning request. <br /> <br /> <br />
