472 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Monday, March 9, 1992, at 6:30 P.M. The <br />meeting had been rescheduled from March 2 due to the National Association of <br />Counties (NACo) Legislative Conference held in Washington, D.C. on February 29 - <br />March 3. <br /> Present - Chairman: Carolyn B. Carpenter <br /> Commissioners: William G. Hamby, Jr. <br /> Jeffrey L. Barnhart <br /> Kenneth F. Payne <br /> Billy J. Simmons, Jr. <br /> Chairman Carpenter called the meeting to order at 6:30 P.M. <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> The invocation was given by Reverend Lester Robbins of the Faith Covenant <br />Church. <br /> The Board presented a plaque of appreciation to Mrs. Betty Hinson who <br />retired from the Department of Social Services on February 29, 1992 after 31 <br />years of service with the County. <br /> Mr. Henry Waldroup, Utilities Director, reviewed the proposed Muddy Creek <br />Contract Water and Sewer Line Work Project. This project included the Muddy <br />Creek sewer outfall and wastewater treatment plant at an estimated total cost <br />of $2,412,000.00 and water lines in the Midland area at an estimated total cost <br />of $613,000.00. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized the execution of the contract with HDR <br />Engineering, Inc. of North Carolina for Professional Engineering Services for <br />the Muddy Creek Outfall and Wastewater Treatment Plant and Midland/Wallace Road <br />Water Line Connection. <br /> The Board directed that Mr. Waldroup come back to the Board for further <br />authorization after the design work for the proposed water lines has been <br />completed. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Barnhart <br />and unanimously carried, the Board approved the following "Plan for Extending <br />Water to Residential Areas Developed Prior to the Availability of County Water" <br />with the phrase "front foot charge" changed to "front foot assessment." The <br />Board further authorized the Water and Sewer District to set up the required <br />assessment hearings in order for Mr. Henry Waldroup, Utilities Director, to <br />proceed with the design and bidding of the projects. <br /> <br />PLAN FOR EXTENDING WATER TO RESIDENTIAL AREAS DEVELOPED <br /> PRIOR TO THE AVAILABILITY OF COUNTY WATER <br /> <br />February 19, 1992 <br /> <br /> The money to be used for these water line extensions comes <br />from revenues of the Water & Sewer District of Cabarrus County. <br /> This plan is not intended to be used as an aid in the <br />development of new residential subdivisions, new businesses, or <br />commercial or industrial parks or establishments. <br /> The eleven areas selected by the staff for consideration of <br />water line extensions are either contiguous to the Water and Sewer <br />District or would need to be annexed into the District. These areas <br />have been selected by the staff based on citizen's requests, <br />problems relating to the health and safety of the residents, housing <br />density and system improvements as they relate to the Capital <br />Improvements Program for water lines. <br /> The cost of water line extensions into these developed <br />residential areas shall be borne primarily by the County through the <br />expenditure of revenue from the Water & Sewer District in an effort <br />to expand the customer base, which will in turn lower the individual <br />debt service portion of all existing water bills by distributing it <br />over more customers. The property owners will be required to <br />participate in cash up-front payments or through an assessment on <br />their property. <br /> The project cost includes all cost connected with the project. <br />The property owners will be notified by first class mail of their <br />individual cost prior to the public hearing.
