473 <br /> <br />will consist of the cost of the construction of the water lines, <br />fire hydrants, valves, service connections and all other <br />appurtenances, surveying, engineering, inspection, legal and <br />administrative. <br /> The portion of the project cost to be paid by the property <br />owners will be allocated to the individual owners based on the <br />following criteria: <br />1. Since the estimated project cost and front foot assessment has <br /> been established, the County will guarantee that the front <br /> foot assessment will not increase. <br />2. The cost per front foot to be used for the 1992 water projects <br /> will be $2.00. <br />3. The front footage shall be determined by using the following <br /> rules: <br /> (a) The minimum front footage assessment shall be <br /> based on 100 feet. <br /> (b) The maximum front footage assessment shall be <br /> based on 200 feet. <br /> (c) A corner lot shall be charged for the longest side <br /> (not to exceed 200 feet) if lines are installed <br /> on both sides of the property. If the line is <br /> installed on one (1) side only, the rate will be <br /> based on that side. When lines are installed on <br /> the other side, the property shall be charged for <br /> all footage over and above that paid for the <br /> initial installation, but still not to exceed 200 <br /> feet. The rate paid for the second side shall be <br /> that established for the second project. <br />4. The fees for these projects will be based on four (4) separate <br /> charges: <br /> (a) The front footage assessment. <br /> (b) The current tap fees as noted in the County Rate <br /> Schedule. <br /> (c) The current security deposit as noted in the <br /> County Rate Schedule. <br /> (d) The current set-up fees as noted in the County <br /> Rate Schedule. <br />5. Any future connections to this line will be subject to the <br /> standard policies in effect at that time and not tied to any <br /> front footage assessments relating to this project. <br /> <br /> Currently, $200,000.00 is available for these water line <br />extensions. The process for selecting the areas to be served will <br />be as follows: <br />1. Notification will be sent to all property owners in the eleven <br /> areas of a public hearing, with the individual cost per <br /> property owner included in the notification, for determining <br /> owner interest in access to County water. <br />2. At the hearing, County staff will provide maps with <br /> explanations of the proposed extensions. In addition, staff <br /> will explain the front footage assessment, the security <br /> deposit, meter set-up fee, the tap fee and the monthly rates. <br />3. The construction scheduling will be based on the following <br /> criteria: <br /> (a) Date of approval by the County Commissioners. <br /> (b) Availability of County funds.
