Miller <br /> <br />Mr. Barnard also submitted for the record a letter of opposition from Mrs. <br />Mildred Wilson who was unable to attend the meeting. In her letter, she <br />addressed the noise problem and questioned Mr. Furr's ability to fulfill <br />industrial requirements if the property is rezoned. <br /> Dr. Randall pointed out that the line item in the Zoning Ordinance read <br />"racetrack/dragstrip". After questions regarding the dragstrip use, Mr. Jenkins <br />reported that Mr. Furr would be willing to delete "dragstrip" from his request <br />for the I-2/SU rezoning. <br /> Mr. Charles Creason of 3608 Dakeita Circle opposed the rezoning, stating <br />the Speedway had never been in compliance with the Zoning Ordinance. He <br />questioned how a dirt track had been increased in size, paved, and additional <br />buildings constructed on the site under the current Ordinance. <br /> Ms. Lisa Santos of Highway 601 stated opposition to the rezoning. She <br />expressed concern regarding noise pollution, increased traffic, highway litter, <br />and environmental pollution relative to exhaust fumes and the proper disposal <br />of oil and other wastes. <br /> Ms. Laura Leigh opposed the rezoning, stating that the noise from the <br />racetrack prevented her from getting her rest. <br /> Mr. A. C. Sossamon, adjacent property owner, stated he had no objection <br />to the rezoning. <br /> Mr. Fred Daniels of Highway 601 stated his property valuation would <br />increase if the speedway property is rezoned to I-2. He stated in his opinion <br />the trucks on Highway 601 created more noise than the speedway. <br /> Mr. Gene Hermitte of 1875 Flowes Store Road opposed the rezoning and <br />stated concern regarding the future use of the land. Also, he stated in his <br />opinion it was the intent of the Midland Small Area Plan that a future <br />employment area be provided by the development of a commercial area rather than <br />a heavy industrial area. <br /> Ms. Gail Wilson of Carriker Road stated trucks were more of a concern to <br />her than the noise generated by the speedway. <br /> Ms. Joan Creason of Dakeita Circle opposed the rezoning and questioned <br />the use of the property for go-cart racing. <br /> There being no one else present who wished to address the Board, Chairman <br />Carpenter closed the public hearing at 8:52 P.M. <br /> Mr. Arty Leigh complained about the noise at the Speedway, stating that <br />vehicles did not leave the track until 1:00 A.M. and 3:00 A.M. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby, and Simmons and Chairman Carpenter voting for and <br />Commissioner Payne voting against, the Board deferred consideration of Petition <br />92-03 until the next meeting on April 6 in order to read the Legal Memorandum <br />from Mr. William Alexander and to study the noise information received from Mr. <br />George Barnard on this date. <br /> It was noted that the Board would receive no additional input on April 6 <br />regarding Petition 92-03. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br /> <br />
