494 PROCLAMATION CABARRUS COUNTY, NORTH CAROLINA WHEREAS, WHEREAS, county government is the oldest form of local government in the United States and 98 percent of the nation's population, reside in counties; and over the last century, the responsibilities of county government have grown tremendously, and today county governments employ over 2.9 million people and spent almost $111 billion last year to provide services throughout the United States; and WHEREAS, counties provide a variety of services and are on the front line of addressing many of the nation's most critical issues, including: environmental protection, indigent health care, child welfare, solid waste disposal, and public safety; and WHEREAS, counties serve as a major partner in the public education system, contributing its share of funding to elementary-secondary schools as well as community colleges; and WHEREAS, it is important that all Americans acknowledge the role of county government and its efforts to meet the needs of its citizens. NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners does hereby proclaim the week of April 5-11, 1992 as County Government Week in Cabarrus County and urges all citizens to be more involved in and aware of issues affecting county government. Carpenter, Chairman Board of Commissioners UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and unanimously carried, the Board accepted the grant in the amount of $13,500.00 from The Cannon Foundation, Inc. for the purchase of audio-visual equipment for "Meet the Courts and Law Enforcement" Program. The Board further authorized the Chairman to execute the acceptance of the terms and conditions of the grant as specified in a letter dated March 10, 1992 from Mr. Dan L. Gray, Executive Director of The Cannon Foundation, Inc. UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and unanimously carried, the Board deferred Agenda Item #9, the appointments to the Community Based Alternatives (CBA) Task Force, until the next meeting. UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart and unanimously carried, the Board deferred consideration of Agenda Item 10, the Water Line Instrument documenting the transfer by the Cabarrus County Water and Sewer District of the Old South and Carolando water lines, until the next meeting. Chairman Carpenter recessed the meeting until the conclusion of the meeting of the Board of Commissioners for the Water and Sewer District. Chairman Carpenter reconvened the meeting of the Board. OTHER BUSINESS Commissioner Simmons proposed the establishment of a citizens committee to review cable franchise matters. He recommended the appointment of a nine- member committee set up on the same basis as the Planning and Zoning Commission with the three at large members to be persons who are not currently served by cablevision. The Board by consensus instructed the County Manager to present a proposal regarding the establishment of the proposed committee at its next meeting.
