494 <br /> <br /> PROCLAMATION <br />CABARRUS COUNTY, NORTH CAROLINA <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br /> county government is the oldest form of local government <br /> in the United States and 98 percent of the nation's <br /> population, reside in counties; and <br /> over the last century, the responsibilities of county <br /> government have grown tremendously, and today county <br /> governments employ over 2.9 million people and spent <br /> almost $111 billion last year to provide services <br /> throughout the United States; and <br />WHEREAS, counties provide a variety of services and are on the <br /> front line of addressing many of the nation's most <br /> critical issues, including: environmental protection, <br /> indigent health care, child welfare, solid waste <br /> disposal, and public safety; and <br />WHEREAS, counties serve as a major partner in the public <br /> education system, contributing its share of funding to <br /> elementary-secondary schools as well as community <br /> colleges; and <br />WHEREAS, it is important that all Americans acknowledge the role <br /> of county government and its efforts to meet the needs <br /> of its citizens. <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby proclaim the week of April 5-11, 1992 as <br /> <br />County Government Week in Cabarrus County <br /> <br />and urges all citizens to be more involved in and aware of issues <br />affecting county government. <br /> <br />Adopted this the 16th day of March, 1992. <br /> <br />ATTEST: <br />/s/ Frankie F. Carpenter, Chairman <br />Board of Commissioners <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board accepted the grant in the amount of $13,500.00 <br />from The Cannon Foundation, Inc. for the purchase of audio-visual equipment for <br />"Meet the Courts and Law Enforcement" Program. The Board further authorized the <br />Chairman to execute the acceptance of the terms and conditions of the grant as <br />specified in a letter dated March 10, 1992 from Mr. Dan L. Gray, Executive <br />Director of The Cannon Foundation, Inc. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and <br />unanimously carried, the Board deferred Agenda Item #9, the appointments to the <br />Community Based Alternatives (CBA) Task Force, until the next meeting. <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart and <br />unanimously carried, the Board deferred consideration of Agenda Item 10, the <br />Water Line Instrument documenting the transfer by the Cabarrus County Water and <br />Sewer District of the Old South and Carolando water lines, until the next <br />meeting. <br /> Chairman Carpenter recessed the meeting until the conclusion of the <br />meeting of the Board of Commissioners for the Water and Sewer District. <br /> Chairman Carpenter reconvened the meeting of the Board. <br /> <br />OTHER BUSINESS <br /> Commissioner Simmons proposed the establishment of a citizens committee <br />to review cable franchise matters. He recommended the appointment of a nine- <br />member committee set up on the same basis as the Planning and Zoning Commission <br />with the three at large members to be persons who are not currently served by <br />cablevision. The Board by consensus instructed the County Manager to present <br />a proposal regarding the establishment of the proposed committee at its next <br />meeting. <br /> <br /> <br />
