496 <br /> <br />individual or a group of persons then the idea shall be handled by the <br />personnel director, the department head and the county manager, and County <br />Commissioners (as appropriate) according to the Reduction In Force Policy <br />of the County. In short, over time some positions will no longer be <br />needed within county government and should be eliminated. Although they <br />represent cost savings, they would be eliminated regardless of this <br />program and therefore are not treated as a part of this program. <br /> <br />Processing of Ideas: <br />1. Ideas are to be forwarded to the department head for his/her review and <br /> consideration. It will be the responsibility of the department head to <br /> implement those ideas which are deemed feasible. <br />2. The department head may solicit input when assessing the idea from the <br /> cct, division heads, the personnel officer, budget officer, and others as <br /> he/she deems necessary. <br />3. Those programs which have been selected by the department head will be <br /> forwarded to the budget officer, and the personnel officer where needed, <br /> to verify the cost savings and the personnel implications. <br />4. Once verification has occurred, the County manager will be the final <br /> authority as to placing the program on the list of cash award eligible <br /> programs. <br />5. Ail selected programs shall be kept on a master list with the County <br /> Manager. <br />6. Parenthetically, should a cct in one department think of a possible cost <br /> saving in another department and it is a savings involving a coordinated <br /> program, the two departments should work together. If, however, there is <br /> no interaction between the two departments in regards to that concept then <br /> the idea should simply be forwarded from one department head to the other <br /> who would then process the idea as he/she see fits. <br />7. When a concept is presented to the department head that is countywide in <br /> terms of impact or implementation then the concept will be presented at <br /> the monthly department head meeting for review and discussion. It will <br /> then be up to the manager to determine whether or not it will be <br /> implemented, partially followed or not implemented. <br /> <br />Awards: <br />1. Although many projects will save the County money in annual operating <br /> expenses there will also be projects that cannot be quantified but <br /> nevertheless represent significant programs. <br />2. Therefore all projects, which have been kept on the master list with the <br /> County Manager, will be recognized in some fashion by the County Manager. <br /> At a minimum, (1) a note shall be placed in the individualfs work file <br /> kept with the personnel officer indicating his/her involvement in the <br /> particular cost saving project, and (2) a certificate will be issued to <br /> the individual or the team members. <br />3. From the cost saving programs of the year any project which will produce <br /> a savings in excess of $5,000 shall be awarded a percentage of the cost <br /> savings. The amount is determined according to the attached sliding <br /> scale. Ail other projects may be awarded at the discretion of the <br /> manager. <br />4. Awards will be shared equally among team members and the one supervisor <br /> associated with the team. If the idea was presented by an individual, <br /> he/she will receive the award. Department heads are not eligible for <br /> awards. <br />5. It is suggested that the County picnic be used as the forum for the annual <br /> recognition and presentation of awards. <br />6. Should any team member or individual elect to not receive the award due <br /> to him/her, that amount of money will be designated toward the purchase <br /> of a piece of equipment for that division or department as indicated by <br /> the department head. <br /> <br />Other <br /> <br />The county manager shall report to the Board of County Commissioners as <br />necessary to keep the board informed of the programs being implemented and <br />the estimated/ actual savings. <br />The programs shall further be shared between department heads at the <br />department head meeting as seen fit by the County Manager. This could <br />include both programs that could be utilized by other departments as well <br />as programs that have not worked as initially intended. The county <br />newsletter should also be utilized to the degree that it is possible. <br /> <br /> <br />
