<br /> The Board moved to the Commissioners' Conference Room to discuss the
<br />proposed Five-Year Strategic Plan. There was brief discussion, and the Board
<br />agreed to meet at 6:00 P.M. on Monday, March 23, to begin review of the Plan.
<br /> There being no further business to come before the Board, Chairman
<br />Carpenter recessed the meeting at 10:00 P.M. until 6:00 P.M. on Monday, March
