525 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 4, 1992, at 6:30 P.M. <br /> Present - Chairman: Carolyn B. Carpenter <br /> Commissioners: William G. Hamby,'Jr. <br /> Jeffrey L. Barnhart <br /> Kenneth F. Payne <br /> Absent - Commissioner: Billy J. Simmons, Jr. <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher <br />L. Nartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> Chairman Carpenter called the meeting to order at 6:30 P.M. <br /> The invocation was given by Reverend Phil Myers of the Trinity Reformed <br />United Church of Christ. <br /> <br />NEW BUSINESS <br /> <br /> Chairman Carpenter addressed the importance of volunteers in Cabarrus <br />County and the services they provide to the County. <br /> The Board recognized the following individuals for their outstanding <br />volunteer work and presented Certificates of Appreciation to each. <br /> <br />Frank Hall Cabarrus Memorial Hospital Auxiliary <br />Larry Bost Cooperative Extension Service <br />Dr. Stephen E. Foster i Cooperative Extension Service <br />Ann Toney Cooperative Extension Service <br />Betty P. Jewell - Department of Social Services <br />Goldia Cruse Department of Social Services <br />Christin Walker - Department of Social Services <br />Carl Blackwelder - Department of Social Services, Food Stamp Unit <br />Helen Furr - Planning, Zoning and Building Inspections Department <br />Adam C. Grant, Jr. -"Meet the Court and Law Enforcement" Program - Schools <br />Dr. John Wassel - Cabarrus Special Olympics <br />Terry Hill - Parks and Recreation Department <br />Roddy Tucker Parks and Recreation Department <br />Phyllis Costley - Department of Aging <br />Lillian Little Department of Aging <br /> <br /> Mrs. Esther Griffith, a volunteer with the Department of Aging Nutrition <br />Program, was named Outstanding Volunteer of the Year in Cabarrus County. The <br />Board presented a plaque to Mrs. Griffith in appreciation for her service to the <br />community. <br /> Ms. Sue Casper, local coordinator of National Volunteer Week, commented <br />on the large number of volunteers in Cabarrus County and the caring attitude <br />demonstrated by each. She also thanked the following persons who served on the <br />committee to select the Outstanding Volunteer of the Year: Mr. Scott Verner of <br />The Cabarrus Neighbors; Mr. Alan Boger of The Daily Independent: Mr. Dale Cline <br />of The Concord Tribune; and Ms. Beth Lomax of the United Way of the Central <br />Carolinas. <br /> Ms. Susan Shi, Instructional Coordinator at the Concord Middle School, <br />reviewed the middle school curriculum which has been developed to encourage <br />children to be volunteers. <br /> Ms. Margaret Dabbs, Community Relations Coordinator with the Cabarrus <br />County Schools, reviewed the work of volunteers in the County schools and thanked <br />all who participate in the Schools volunteer program. She reported that there <br />are approximately 1500-2000 volunteers who work in the 20 schools in Cabarrus <br />County. <br /> Mr. C. Richard Russell, Director of Management Information Services, <br />reported that a joint bid had been received from the IBM Corporation and Manpower <br />in the amount of $80,787.58 for an upgrade of the word processing system at the <br />Department of Social Services. This was the only bid received in response to <br />the County's request for proposals. <br /> As an employee of IBM, Commissioner Barnhart requested to abstain from <br />voting on the word processing equipment upgrade. <br /> UPON MOTION of Co~nissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne, Hamby, and Barnhart and Chairman Carpenter voting for, the <br />Board moved to allow Commissioner Barnhart to abstain from voting in the matter <br />regarding the word processing equipment upgrade for Social Services. <br /> <br /> <br />
