525 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, May 4, 1992, at 6:30 P.M. Present - Chairman: Carolyn B. Carpenter Commissioners: William G. Hamby,'Jr. Jeffrey L. Barnhart Kenneth F. Payne Absent - Commissioner: Billy J. Simmons, Jr. Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. Nartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Carpenter called the meeting to order at 6:30 P.M. The invocation was given by Reverend Phil Myers of the Trinity Reformed United Church of Christ. NEW BUSINESS Chairman Carpenter addressed the importance of volunteers in Cabarrus County and the services they provide to the County. The Board recognized the following individuals for their outstanding volunteer work and presented Certificates of Appreciation to each. Frank Hall Cabarrus Memorial Hospital Auxiliary Larry Bost Cooperative Extension Service Dr. Stephen E. Foster i Cooperative Extension Service Ann Toney Cooperative Extension Service Betty P. Jewell - Department of Social Services Goldia Cruse Department of Social Services Christin Walker - Department of Social Services Carl Blackwelder - Department of Social Services, Food Stamp Unit Helen Furr - Planning, Zoning and Building Inspections Department Adam C. Grant, Jr. -"Meet the Court and Law Enforcement" Program - Schools Dr. John Wassel - Cabarrus Special Olympics Terry Hill - Parks and Recreation Department Roddy Tucker Parks and Recreation Department Phyllis Costley - Department of Aging Lillian Little Department of Aging Mrs. Esther Griffith, a volunteer with the Department of Aging Nutrition Program, was named Outstanding Volunteer of the Year in Cabarrus County. The Board presented a plaque to Mrs. Griffith in appreciation for her service to the community. Ms. Sue Casper, local coordinator of National Volunteer Week, commented on the large number of volunteers in Cabarrus County and the caring attitude demonstrated by each. She also thanked the following persons who served on the committee to select the Outstanding Volunteer of the Year: Mr. Scott Verner of The Cabarrus Neighbors; Mr. Alan Boger of The Daily Independent: Mr. Dale Cline of The Concord Tribune; and Ms. Beth Lomax of the United Way of the Central Carolinas. Ms. Susan Shi, Instructional Coordinator at the Concord Middle School, reviewed the middle school curriculum which has been developed to encourage children to be volunteers. Ms. Margaret Dabbs, Community Relations Coordinator with the Cabarrus County Schools, reviewed the work of volunteers in the County schools and thanked all who participate in the Schools volunteer program. She reported that there are approximately 1500-2000 volunteers who work in the 20 schools in Cabarrus County. Mr. C. Richard Russell, Director of Management Information Services, reported that a joint bid had been received from the IBM Corporation and Manpower in the amount of $80,787.58 for an upgrade of the word processing system at the Department of Social Services. This was the only bid received in response to the County's request for proposals. As an employee of IBM, Commissioner Barnhart requested to abstain from voting on the word processing equipment upgrade. UPON MOTION of Co~nissioner Payne, seconded by Commissioner Hamby with Commissioners Payne, Hamby, and Barnhart and Chairman Carpenter voting for, the Board moved to allow Commissioner Barnhart to abstain from voting in the matter regarding the word processing equipment upgrade for Social Services.
