<br />Barnhart abstaining, the Board awarded the contract for the joint bid in the
<br />amount of $80,787.58 from IBM Corporation and Manpower for the word processing
<br />system upgrade at the Department of Social Services.
<br /> The Board observed a moment of silence in memory of Ms. Lola Mae Hicks,
<br />an employee of the Tax Assessor's Office, who died on April 25, 1992.
