536 <br /> <br />NEW BUSINESS <br /> <br /> The Board presented a plaque to Mr. Frank Lawson in appreciation for his <br />work with Cabarrus County. Mr. Lawson retired in April after six years of <br />service as Micrographics Clerk. <br /> Ms. Sue Archer, Aging Program Administrator with the Centralina Council <br />of Governments, presented the Fiscal Year 1993 Aging Funding Plan for the Home <br />and Community Care Block Grant (HCCBG) for Older Adults for Cabarrus County. <br /> Ms. Eleanor Koski, Aging Director, reviewed the services the Department <br />of Aging will be providing with the HCCBG funds. These services included <br />Transportation, In-Home Aide II (respite services), Housing/Home Improvements <br />and Congregate Nutrition. <br /> Mr. Rod Duncan, Adult Services Supervisor with the Department of Social <br />Services, reviewed the In-Home Aide I (chore) and In-Home Aide II (homemaker) <br />services that the Department of Social Services will provide with the HCCBG <br />funds. <br /> Mr. Larry Taylor, Director of the LIFE Center, presented information on <br />the Adult Day Care services which the Center will provide with the HCCBG grant <br />funds. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter with <br />Commissioners Payne, Hamby, and Barnhart and Chairman CarPenter voting for, the <br />Board approved the Fiscal Year 1993 Aging Funding Plan for the Home and Community <br />Care Block Grant for Older Adults for Cabarrus County as presented and authorized <br />Chairman Carpenter to execute the grant application on behalf of Cabarrus County. <br />A summary of County services and funding sources was as follows: <br /> <br />Block Grant Funding <br /> <br /> Services <br />DOA Transportation $ 90,000.00 $10,000.00 <br />DSS In-Home Aide I $ 9,180.00 $ 1,020.00 <br />DOA In-Home Aide II $ 30,327.00 $ 3,370.00 <br />DSS In-Home Aide II $ 19,273.00 $ 2,142.00 <br />DOA Housing/Home Improvements $ 5,675~00 $ 630.00 <br />LIFE Adult Day Care $ 58,060.00 $ 6,451.00 <br />DOA Congregate $113,698.00 $12,633.00 <br /> <br />Required Local Match <br /> <br />Total $326,213.00 $36,246.00 <br /> <br />ZONING ATLAS AMENDMENTS <br /> <br /> Chairman Carpenter stated that this was the date and time scheduled for <br />a public hearing on proposed Zoning Atlas amendments. Dr. Nancy Randall, Chairman <br />of the Cabarrus County Planning and Zoning Commission, presented each of the <br />amendments as recommended by the Planning and Zoning Commission. Mr. Jonathan <br />Marshall, Planner, reviewed the location of each of the areas proposed for <br />rezoning and presented the staff analysis for each of the petitions. He stated <br />that staff had recommended approval of both petitions. <br /> <br />Petition 92-05. Carolina Project Builders, Brenda Farmer <br />Petitioner, PIN 5554-09-0646, N.C. 24/27 approximately .4 <br />miles west of U.S. 601. Wishes to rezone from APR to O-I. <br />Planning and Zoning Commission voted 9-0 to approve this <br />petition. <br /> <br /> Chairman Carpenter opened the public hearing for Petition 92-05 at 7:14 <br />P.M. There was no one present to address the Board, and Chairman Carpenter <br />closed the public hearing. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby and Payne and Chairman Carpenter voting for, the <br />Board approved Petition 92-05 by Carolina Project Builders to rezone property <br />on N. C. 24/27, PIN 5554-09-0646, from ARR to O-I. <br /> <br />o <br /> <br />Petition 92-06. Foil B. Carriker, PIN 5334-68-4958, N.C. <br />24/27 (Midlander Restaurant). Wishes to rezone from C-4 to <br />C-2. Planning and Zoning Commission voted 9-0 to approve this <br />petition. <br /> <br /> Chairman Carpenter opened the public hearing for Petition 92-06 at 7:20 <br />P.M.
