551 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 1, 1992, at 6:30 P.M. <br /> Present - Chairman: Carolyn B. Carpenter <br /> Commissioners: William G. Hamby, Jr. <br /> Jeffrey L. Barnhart <br /> Kenneth F. Payne <br /> Absent - Commissioner: Billy J. Simmons, Jr. <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher <br />L. Hartsell, Jr.; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> The Presentation of Colors was conducted by Cadette Troop 475 of the Cold <br />Springs United Methodist Church. Scouts participating were Karrie Long, Cara <br />Barrier, Shawna Garrett, Carolyn Valentine, and Ashley Dodger. The invocation was given by Commissioner Barnhart. <br /> Commissioner Hamby recognized Mrs. Derelle Kiser, former Tax Collector, <br />who retired on May 29, 1992, after 21 years of service with Cabarrus County. <br />Chairman Carpenter presented a plaque to Mrs. Kiser in appreciation for her work. <br /> Mrs. Kiser expressed her thanks for the support shown to her by Board <br />members and staff during her employment with Cabarrus County. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby, and Payne and Chairman Carpenter voting for, the <br />minutes of May 18, 1992 were approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br /> In response to earlier questions concerning the impact of the proposed <br />Fleet Policy on the Fiscal Year 1992-93 budget, Mr. Witherspoon reported that <br />both the policy and the budget could be acco~odated. The replacement of <br />vehicles will be based upon the recommendations of the Garage Manager as well <br />as the amount of mileage. <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Payne and Hamby and Chairman Carpenter voting for, the <br />Board adopted the Fleet Policy as follows. <br /> <br /> FLEET POLICY <br />GUIDELINES FOR THE USE OF COUNTY OWNED VEHICLES <br /> <br />The following guidelines are established to regulate the use of County vehicles <br />assigned to County employees in the performance of their duties. <br /> <br />These policies are intended to clearly define standard operating procedures for <br />use, care, and maintenance of County owned vehicles. <br /> <br />Use of County Owned Vehicles <br />A. Permitted Uses <br /> 1. Only County employees or drivers authorized by departments may drive <br /> or operate County vehicles and equipment. <br /> 2. County owned vehicles shall be used for official County business <br /> only. <br /> 3. No passengers will be permitted unless they are on official County <br /> business. <br />B. Driver Requirements <br /> 1. Each driver of any County owned vehicle must have a valid North <br /> Carolina operator's license. County employees who are drivers of <br /> vehicles weighing more than 26,000 pounds or a vehicle carrying <br /> sixteen or more passengers, must have a valid Commercial Class B <br /> license with a passenger endorsement. <br /> 2. Employees will be responsible for any vehicle or equipment assigned <br /> to them. <br /> 3. Employees driving County vehicles are required to obey all traffic <br /> laws including wearing seat belts in compliance with seat belt laws. <br /> 4. Cabarrus County will not pay traffic tickets or parking fines of <br /> employees driving County owned vehicles, nor will the County pay if <br /> the employee is authorized to use their personal vehicle on County <br /> business. Employees found guilty of a moving violation may be <br /> subject to disciplinary action by their supervisor. <br />C. Vehicle Assignment <br /> 1. County vehicles are normally assigned to an individual at the start <br /> of their work period and are the employee's responsibility until the <br /> completion of the assigned work period. <br /> <br /> <br />
