551 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, June 1, 1992, at 6:30 P.M. Present - Chairman: Carolyn B. Carpenter Commissioners: William G. Hamby, Jr. Jeffrey L. Barnhart Kenneth F. Payne Absent - Commissioner: Billy J. Simmons, Jr. Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. Hartsell, Jr.; and Mrs. Frankie F. Bonds, Clerk to the Board. The Presentation of Colors was conducted by Cadette Troop 475 of the Cold Springs United Methodist Church. Scouts participating were Karrie Long, Cara Barrier, Shawna Garrett, Carolyn Valentine, and Ashley Dodger. The invocation was given by Commissioner Barnhart. Commissioner Hamby recognized Mrs. Derelle Kiser, former Tax Collector, who retired on May 29, 1992, after 21 years of service with Cabarrus County. Chairman Carpenter presented a plaque to Mrs. Kiser in appreciation for her work. Mrs. Kiser expressed her thanks for the support shown to her by Board members and staff during her employment with Cabarrus County. UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with Commissioners Barnhart, Hamby, and Payne and Chairman Carpenter voting for, the minutes of May 18, 1992 were approved as written. UNFINISHED BUSINESS In response to earlier questions concerning the impact of the proposed Fleet Policy on the Fiscal Year 1992-93 budget, Mr. Witherspoon reported that both the policy and the budget could be acco~odated. The replacement of vehicles will be based upon the recommendations of the Garage Manager as well as the amount of mileage. UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with Commissioners Barnhart, Payne and Hamby and Chairman Carpenter voting for, the Board adopted the Fleet Policy as follows. FLEET POLICY GUIDELINES FOR THE USE OF COUNTY OWNED VEHICLES The following guidelines are established to regulate the use of County vehicles assigned to County employees in the performance of their duties. These policies are intended to clearly define standard operating procedures for use, care, and maintenance of County owned vehicles. Use of County Owned Vehicles A. Permitted Uses 1. Only County employees or drivers authorized by departments may drive or operate County vehicles and equipment. 2. County owned vehicles shall be used for official County business only. 3. No passengers will be permitted unless they are on official County business. B. Driver Requirements 1. Each driver of any County owned vehicle must have a valid North Carolina operator's license. County employees who are drivers of vehicles weighing more than 26,000 pounds or a vehicle carrying sixteen or more passengers, must have a valid Commercial Class B license with a passenger endorsement. 2. Employees will be responsible for any vehicle or equipment assigned to them. 3. Employees driving County vehicles are required to obey all traffic laws including wearing seat belts in compliance with seat belt laws. 4. Cabarrus County will not pay traffic tickets or parking fines of employees driving County owned vehicles, nor will the County pay if the employee is authorized to use their personal vehicle on County business. Employees found guilty of a moving violation may be subject to disciplinary action by their supervisor. C. Vehicle Assignment 1. County vehicles are normally assigned to an individual at the start of their work period and are the employee's responsibility until the completion of the assigned work period.
