556 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with <br />Commissioners Hamby, Barnhart, and Payne and Chairman Carpenter voting for, the <br />Board approved the request for a fireworks display at Carolina Mall on Saturday, <br />July 4, 1992, at 9:30 P.M. The display will be under the supervision of Southern <br />International Fireworks, Inc. <br /> <br />INFORMAL PUBLIG COMMENTS <br /> <br /> Chairman Carpenter opened the meeting for Informal Public Comments at 7:12 <br />P.M. <br /> Mr. Kent Mullis of Barkley Road in Midland complained of a number of dogs <br />and cats running loose in that area of the county. Stating that the dogs had <br />recently killed a puppy and several bantams in his yard, he expressed concern <br />for the safety of his young daughter. <br /> Mr. Steve Smith of Kannapolis related a recent incident in which his <br />daughter was attacked and severely injured by a pit bull. Although the dog had <br />previously been reported to Animal Control, Mr. Smith stated that the lack of <br />leash law had prevented the officers from taking appropriate action to correct <br />the problem. <br /> Mr. Lee Spinks, Attorney for BFI Waste Systems, expressed concern about <br />the proposed Solid Waste Ordinance. He asked that the Board consider the <br />economics of the recycling program as well as the preservation of competition <br />for commercial, industrial and institutional waste collection in the county. <br /> Mr. Charles Hess of Service Master Food Service expressed concern regarding <br />a recent bid opening for the Nutrition Program for the Elderly Food Service <br />contract. Mr. Witherspoon informed Mr. Hess that he had reviewed the bidding <br />process and that the food service program would be rebid. Therefore, he stated <br />Agenda Item 2, the food service bid award, would be removed from the agenda. <br /> Chairman Carpenter reported that the Board had received a telephone message <br />from Mrs. Linda Rumple who expressed her opposition to the proposed license fee <br />for cats. <br /> Mr. Terence Alright questioned the earmarking of the airport settlement <br />funds for education. He supported the use of these funds for the schools. <br /> Chairman Carpenter advised Mr. Albright that at the time the airport <br />settlement agreement was approved in January the funds were placed in the Fund <br />Balance with the understanding that the Board would determine if the money could <br />go to the schools during the budget process for Fiscal Year 1992-93. She advised <br />that these funds are still in the County's Fund Balance and that next year's <br />budget has not yet been approved. However, she noted that the County had used <br />Fund Balance to balance this year's budget and would use approximately $3.7 <br />million to balance next year's budget because of the Coddle Creek Reservoir <br />project. A tax increase of eight cents (8¢) would be required if the airport <br />settlement funds were given to the Cabarrus County and Kannapolis City schools. <br /> Commissioner Barnhart also commented on events regarding the airport <br />settlement agreement and funding for the schools. He stated that a resolution <br />had been passed as a part of the settlement agreement to give the money to the <br />schools, but there was some confusion about whether or not a budget ordinance <br />was adopted at that time. According to Commissioner Barnhart, a budget ordinance <br />would have been binding on the Board and the money would have gone to the <br />schools. However, he stated a resolution was adopted by the Board and the money <br />had not been given to the schools because the resolution "unfortunately" was <br />not binding on this Board. <br /> Mr. Dennis Ritchie objected to the proposed Animal Control Ordinance and <br />its classification of "vicious" animals. He questioned why the ordinance should <br />apply to the people who are trying to do what is right with their animals. <br /> Mr. Arthur Schmidt, who lives one mile from the County Animal Shelter, <br />supported the adoption of the proposed ordinance. He stated the ordinance would <br />help the Animal Control Officers, but would not bother "responsible" dog owners. <br /> Mr. George Crump of the northwest area of Kannapolis questioned why <br />residents of that area have to call the Animal Shelter five or six times to get <br />a dog picked up. He stated in his opinion all the citizens of the county should <br />not have to carry the burden of a few who are negligent in the care of their <br />animals. <br /> Mr. John Dunn requested that the airport funds be appropriated to the <br />Schools to provide relief from overcrowded conditions and to provide new <br />technology standards. He cited such space needs at Coltrane Webb School as the <br />cafeteria, classroom, media center, restrooms, and resource center. <br /> <br /> <br />
