557 <br /> <br /> Mrs. Kaye Amos, Chairman of ~he Cabarrus County Board of Education, <br />reviewed the Schools budget and the recent changes, which included the downsizing <br />of administrative staff, to make more money available to meet the needs of the <br />students. She stated the airport funds, if allocated to the Schools, would be <br />used for the Concord Middle School, Winecoff Elementary School, a new school on <br />Rocky River Road, and to begin a major initiative in technology. <br /> Ms. Sherry Church of the Northwest Cabarrus District questioned why <br />responsible owners should be subjected to such a strong Animal Control Ordinance. <br /> Ms. Sandy Feibelman-Coppola of the Beverly Hills School District urged the <br />Board to appropriate the airport settlement money to the Schools. <br /> Mr. Steve Dulin, Animal Control Officer, reviewed the work of the animal <br />control officers and addressed the severe problems involving dogs running loose <br />and attacks by dogs. He pointed out that there are three officers working <br />Cabarrus County, Harrisburg, Mt. Pleasant and Kannapolis. Mr. Dulin commented <br />on the personal safety of the officers and stated in his opinion the proposed <br />Ordinance would not affect the responsible pet owner. <br /> There was no one else present to address the Board, and Chairman Carpenter <br />closed the Informal Public Comments portion of the meeting. <br /> <br />NEW BUSINESS <br /> <br /> The Board conducted the first reading of the proposed Animal Control <br />Ordinance as adopted .by the Board of Health on May 28, 1992. Members reviewed <br />the proposed ordinance and Dr. William F. Pilkington, Health Director, clarified <br />a number of provisions of the ordinance. The Board requested several changes <br />to the ordinance, including a provision regarding the license fee for breeders <br />and an increase from two to five acres for premises on which physical restraint <br />of animals is not required. Chairman Carpenter requested that a copy of the <br />ordinance be forwarded to all the municipalities. In addition, Mr. Witherspoon <br />suggested that the Health Director provide information regarding the additional <br />resources needed to enforce the ordinance in those areas currently served by <br />Animal Control. The Board by consensus set a public hearing on the proposed <br />Animal Control Ordinance at 8:00 P.M. on Monday, June 15, 1992. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby, Payne and Barnhart and Chairman Carpenter voting for, the <br />Board added the following job classification/salary grade assignments to the <br />County's position classification plan effective July 1, 1992 as requested by Mr. <br />Don Moorhead, Personnel Officer: Crew Chief - 66; HVAC Technician III 66; <br />Gymnasium Supervisor 53; Physician III-A 86~ and Social Work Program <br />Administrator II 74. <br /> <br />UNFINISHED BUSINESS <br /> <br /> Motion was made by Commissioner Hamby and seconded by Commissioner Barnhart <br />to postpone consideration of the proposed revisions to the Pay Plan/Pay Scale <br />until a budget meeting. The vote was as follows: Voting for - Commissioners <br />Hamby and Barnhart; Voting against - Chairman Carpenter and Commissioner Payne. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter with <br />Commissioners Payne and Hamby and Chairman Carpenter voting for and Commissioner <br />Barnhart voting against, the Board approved the amendments to the County <br />Personnel Ordinance to revise the Pay Plan/Pay Scale as submitted by Mr. Don <br />Moorhead, Personnel Officer, with a $200,000.00 cap on merits. The revisions <br />as approved by the Board were as follows. <br /> <br />Amend Article III, The Pay Plan, of the Cabarrus County Personnel Ordinance as <br />follows: <br /> <br />Section 3. Use of Salary Ranges <br /> <br /> The following provisions shall govern the hiring rate, as well as the <br />granting of within-the-range pay increments: <br /> <br />(a) <br /> <br />Hiring Rate. The hiring rate (Step 1, Level 1 of each salary <br />grade range) is the minimum rate normally paid an employee <br />when hired into Cabarrus County employment. Appointment above <br />the hiring rate may be made on the recommendation of the <br />department head with the approval of the County Manager when <br />deemed necessary in the best interest of the County. Above <br />the minimum appointments shall be based on factors such as the <br />qualifications of the applicant being higher than desirable <br /> <br /> <br />
