<br /> Mr. Larry Danforth, adjacent property owner to Mr. Stewart's company in
<br />Mecklenburg County, stated in his opinion the business was not a nuisance and
<br />did not create any noise or traffic problems at its present site.
<br /> Ms. Ruth Drye, property owner, requested approval of the rezoning request
<br />to allow the sale of the property to Mr. Stewart.
<br /> Ms. Fannie Stewart, adjoining property owner, stated she had no objection
<br />to the rezon£ng and in her opinion the business would be an asset to the area.
<br /> Mr. Alex Hamilton, who lives across the street from the property, objected
<br />to the rezoning. Stating the area residents do not know what to expect from the
<br />business, he expressed concerns regarding the possible creation of traffic and
<br />noise problems.
<br /> Ms. Faye Hartsell, resident of 1712 Old Charlotte Road, expressed concern
<br />regarding noise and asked Board members to visit the community.
<br /> Mr. Eddie Sowers of 1034 Michael Drive supported the rezoning, stating Mr.
<br />Stewart~s business would not create any problems in the community.
<br /> Ms. Tammy Hamilton of 1710 Old Charlotte Road stated the residents did not
<br />know if the business would create additional traffic problems in the community.
<br />Therefore, she asked that the trucks be required to enter and leave the business
<br />via Highway 49 rather than Old Charlotte Road.
<br /> There was no one else present to speak regarding Petition 92-07, and
<br />Chairman Carpenter closed the public hearing.
<br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and
<br />unanimously carried, the Board approved Petition 92-07 to rezone property owned
<br />by Ms. Ruth Drye on Old Charlotte Road, Map/PIN 5528-26-5964, 3.07 acres, from
<br />R-40 to I-1.

<br />Petition 92-08. Southern Land Equities. Located onWeddington Road across
<br />from Carriage Downs, all or part of Map/PIN 5600-21-2500, 20-3567, 11-
<br />7101, 10-8931, 10-8230, 11-5277, 10-7130, 5509-19-8530, 60 aces. Wish to
<br />rezone from R-40 to Planned Unit Development.
<br />
<br />Planning and Zoning Commission voted 9 to 0 to approve this petition.
<br />
<br /> Mr. Jonathan Marshall presented the staff recommendation to approve the
<br />rezoning request.
<br /> Chairman Carpenter opened the public hearing for Petition 92-08.
<br /> Mr. Joe Shambo, developer, described the Planned Unit Development proposed
<br />for the property. He stated that 126 lots are planned with homes in a medium
<br />range of $140,000.00 to $180,000.00.
<br /> There was no one else present to speak regarding the request for rezoning,
<br />and Chairman Carpenter closed the public hearing.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and
<br />unanimously carried, the Board approved Petition 92-08 by Southern Land Equities
<br />to rezone approximately 60 acres on Weddington Road, all or part of Map/PIN
<br />5600-21-2500, 20-3567, 11-7101, 10-8931, 10-8230, 11-5277, 10-7130, 5509-19-
<br />8530, from R-40 to Planned Unit Development.

<br /> AREA PLAN
<br />The Eastern Area Plan will be presented to the Board for review and
<br />possible adoption as a policy guide.
<br />
<br />Planning and Zoning Commission voted 9 to 0 to approve this area
<br />plan.
<br />
<br />Dr. Randall briefly reviewed the Eastern Area Plan and expressed
<br />appreciation to staff for their work in preparing the Plan.
<br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Barnhart
<br />and unanimously carried, the Board approved the Eastern Area Plan as prepared
<br />by the Planning, Zoning and Building Inspection Department and approved by the
<br />Planning and Zoning Commission. Area plan boundaries were the Cabarrus-Stanly
<br />County line to the east; the line with Rowan County to the north; the Township
<br />7 and 8 boundaries, N.C. 49, U.S. 601 and Flowes Store Road to the west; and
<br />Rocky River, U.S. 601 and N.C. 200 to the south. The Plan is on file in the
<br />office of the County Manager and is hereby included by reference as a part of
<br />the minutes.

<br />Unnamed Road to Manteo Drive at 8:00 P.M. and asked if any one were present who
