Chairman Carpenter stated that this was the date and time for <br />a public hearing to consider proposed Zoning Atlas amendments and the Eastern <br />Area Plan. <br /> Dr. Nancy Randall, Chairman of the Planning and Zoning Commission, <br />presented the proposed amendments as recommended by the Planning and Zoning <br />Commission. <br /> <br />(1) <br /> <br />Petition 92-07 Ruth Drye-owner, Swann Crutchfield-Petitioner. Located <br />on Old Charlotte Road near N.C. 49, Map/PIN 5528-26-5964, 3.07 acres. <br />'Wish to rezone from R-40 to I-1. <br /> <br />Planning and Zoning Commission voted 5 to 4 to deny this petition. <br /> <br /> Mr. Jonathan Marshall, member of the Planning staff, reviewed the location <br />the area and presented the staff analysis recommending approval of the rezoning. <br />He noted that the property borders an area designated for industrial use as well <br />as an area designated for residential use. <br /> Chairman Carpenter opened the public hearing for Petition 92-07 and asked <br />if anyone were present who wished to speak either for or against the proposed <br />rezoning. <br /> Mr. Swarm Crutchfield, agent with Morgan Real Estate Company, requested <br />approval of the rezoning request to allow the location of Stewart Grading and <br />Landscaping Company on the property. He stated the land was unsuitable for <br />residential use due to its slope and the location of a power line easement <br />across the property. <br /> Mr. Martie Stewart asked for the rezoning to permit the relocation of his <br />landscaping/grading business from Mecklenburg County. He stated that most of <br />his business was out of state and that his employees would leave the site on <br />Monday morning and return on Thursday evening. <br /> <br /> <br />
