The Consortium will allocate <br />$25,000.00 to Cabarrus County to fund the position to coordinate case management <br />in the counties of Cabarrus, Rowan and Stanly. <br /> Board members asked that a system for tracking these grant funds be <br />established. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board named Chairman Carpenter as the voting delegate <br />for Cabarrus County at the Annual Conference of the North Carolina Association <br />of County Commissioners to be held in Charlotte in August. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Simmons and <br />unanimously carried, the Board adopted the following resolution. <br /> <br />SUPPLEMENTAL RESOLUTION AUTHORIZING CONDEMNATION PROCEEDINGS' <br />TO SECURE LAND FOR CONSTRUCTION OF A DAM AND RESERVOIR <br /> AND APPURTENANT FACILITIES, INCLUDING, BUT NOT LIMITED TO, <br /> A WATER TREATMENT FACILITY <br /> <br /> WHEREAS, the Board of Commissioners of Cabarrus County (the "County") has <br />previously determined and hereby ratifies that it is necessary for the health <br />and general welfare of the citizens of Cabarrus County that a new dam and <br />reservoir (the "Coddle Creek Reservoir") and appurtenant facilities, including, <br />but not limited to, a water treatment facility and wetlands mitigation areas, <br />be constructed in order to increase the amount of water available for use by <br />the County, its citizens and customers; and <br /> WHEREAS, the site of the Coddle Creek Reservoir and appurtenant <br />facilities, including those for water treatment, have previously been determined <br />by the County; and <br /> WHEREAS, the County has been unable to purchase real property necessary <br />for the Coddle Creek Reservoir and appurtenant facilities located within and <br />about said site area and owned by the individuals or corporations identified in <br />the schedule attached hereto; <br /> NOW, THEREFORE, be it RESOLVED that Carolyn B. Carpenter, Chairperson of <br />the Board of Commissioners of Cabarrus County, be and she is hereby authorized <br />to execute all documents necessary to institute condemnation proceedings for <br />the remaining real property required for the Coddle Creek Reservoir and <br />appurtenant facilities; and <br /> IT IS FURTHER RESOLVED that Fletcher L. Hartsell, Jr., attorney for <br />Cabarrus County, or such other attorneys as may be necessary, be and they are <br />authorized to commence all proceedings necessary for the acquisition of said <br />real property. <br /> This the 15th day of June, 1992. <br /> <br />ATTEST: <br />/s/ Frankie F.
