Carpenter
Chairman

Sewer Deposit Complaint - Ms Mary Ann Dye

Ms. Mary Ann Dye had requested to appear before the Board to express her
opposition to the sewer deposit; however, she was not present for the meeting.
The Board indicated that they would hear Ms. Dye at such time she made another
request to be placed on the agenda.

Request for Increase in Sewer Fees

Mr. Henry Waldroup requested an increase in sewer rates to offset system
losses created by the transfer of customers to the Water and Sewer Authority and
an increase of twenty-nine percent (29%) in rates by the Authority.

UPON MOTION of Commissioner Simmons, seconded by Commissioner Payne and
unanimously carried, the Board approved the following sewer rates effective
August 1, 1992:

Minimum sewer rate for first 0 2000 gallons
Ail over 2000 gallons $2.08/1000 gallons

$4.16

Bid Award - Nutrition Program for the Elderly

The following bids were received on June 12, 1992 for the Nutrition Program
for the Elderly food service contract for Fiscal Year 1992-93.

Bid Cert. Bid Price
Vendor Bond Check (without tax)

Consolidated Coin Caterers Corp.
ServiceMaster Food Management

X

X

$2.1544
$1.9o5

Ms. Eleanor Koski, Aging Director, reviewed the bids for the food service
contract. She reported that Consolidated Coin Caterers Corporation (4-C's) was
providing excellent service at this time and that all site managers had submitted
a letter in support of 4-C's. Ms. Koski further reported that ServiceMaster Food
Management had provided food service during Fiscal Year 1990-91, during which
time the County had experienced problems involving the quality and quantity of
food. However, she stated she had been informed that the company had hired
additional staff and upgraded its facilities since that time. Therefore, Ms.
Koski declined to made a recommendation on the bid award. She did suggest,
however, that if the Board did award the contract to ServiceMaster that the
County closely monitor the service for a period of 90 days and terminate the
contract if the service is unsatisfactory.

UPON MOTION of Commissioner Payne, seconded by Commissioner Simmons and
unanimously carried, the Board awarded the Nutrition Program for the Elderly Food
Service Contract to the low bidder, ServiceMaster Food Management, at a cost of
$1.905 (without tax) with the understanding that the County will closely monitor
the food service for a period of ninety (90) days and will take appropriate
action to terminate the contract if the service is unsatisfactory.

Chairman Carpenter asked that a letter be forwarded to ServiceMaster
stating that the food service will be closely monitored for such things as food
quality, food temperature, and quantity of food provided to the meal sites.

Bid Award - Sheriff's Department Uniform Bids

The following bids were received on June 23, 1992 for the Sheriff's
Department uniforms for the Fiscal Year 1992-93.
