2O <br /> <br />Economic Development Application and Grant Administration - Mr. Jerry Newton <br /> <br /> Mr. Newton reviewed a proposed application for an economic development <br />grant for State funding in the amount of $400,000.00 to extend a water line from <br />Highway 601 to Whitley Manufacturing Company. The water system is needed to <br />provide fire protection to the company which is in the process of rebuilding <br />after being destroyed by fire on May 23, 1992. Mr. Newton recommended that the <br />Board award the bid for application preparation and grant administration to the <br />sole bidder, Stark and Associates. <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board awarded the contract for the preparation of an <br />economic development application and administration of the grant to the sole <br />bidder, Stark and Associates, as recommended by Mr. Jerry Newton. The cost for <br />this work involving the economic development grant application for the Whitley <br />Manufacturing Company project was in the amount of $6,500.00 for application <br />preparation and $25,000.00 for grant administration. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the Board set a public hearing for 7:00 P.M. on Monday, <br />August 3, 1992, relative to an Economic Development Grant application which the <br />County expects to submit to the North Carolina Department of Economic and <br />Community Development for the Whitley Manufacturing Company project. <br /> <br />Appointments - Community Based Alternatives (CBA) Task Force <br /> <br /> The Board received the recommendation from Reverend Thomas Ao Kruchkow, <br />Chairman of the CBA Task Force, for the appointment of Ms. Shelia I. Barry, Ms. <br />Kathryn D. Blount, Mr. Randy W. Sell and Mr. Alexis J. Stinson to the Task Force. <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Co~mnissioner Hamby and <br />unanimously carried, the Board approved the following appointments/reappointment <br />to the CBA Task Force as recommended by Reverend Kruchkow. <br /> <br />Ms. Shelia I. Barry - Three-year term expiring June 30, 1995 <br />Ms. Kathryn D. Blount Three-year term expiring June 30, 1995 <br />Mr. Randy W. Sell - Three-year term expiring June 30, 1995 <br />Mr. Alexis J. Stinson - Term expiring June 30, 1993 (completion of <br /> unexpired term of Mr. Roland Davey) <br />Mr. Barry Wicker - Three-year term expiring June 30, 1995 (reappointment) <br /> <br />Appointment - Parks and Recreation Advisory Commission Youth Representative <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and <br />unanimously carried the Board appointed Miss Nichole Gundlach as the Youth <br />Representative on the Parks and Recreation Advisory Commission for a one-year <br />term ending July 31, 1993 as recommended by the Advisory Commission. <br /> <br />Discussion of Letter from Leon Little, President, Cabarrus County Veterans <br />Council, dated July 13, 1992 <br /> <br /> The Board briefly discussed Mr. LittleVs concerns regarding out-of-town <br />groups soliciting for funds on behalf of veterans. In his letter, Mr. Little <br />asked for the adoption of an ordinance whereby such groups would either be banned <br />or required to produce substantial documentation and accountability that the <br />monies raised will stay in Cabarrus County. <br /> <br /> The Board asked that the County Manager and County Attorney investigate the <br />types of control the County can place on the solicitation of funds within the <br />County. This information is to be presented to the Board at a later date. <br /> <br />MEETING OF THE WATER AND SEWER DISTRICT <br /> <br /> Chairman Carpenter recessed the meeting until the conclusion of the meeting <br />of the Commissioners of the Water and Sewer District. <br /> <br /> Chairman Carpenter reconvened the meeting of the Board of Commissioners of <br />Cabarrus County at 6:53 P.
