21 <br /> <br />ADDITIONS TO AGENDA <br /> <br />Habitat for Humanity - Water Tap-On Fees <br /> <br /> There were no objections to the consideration of the request for the waiver <br />of water tap-on fees for the Habitat for Humanity. This request had been <br />considered during the meeting of the Water and Sewer District. <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board agreed to pay to the Water and Sewer District the <br />Habitat for Humanity water tap-on fees from non-property tax revenues. The <br />payment of these fees will be limited to two (2) water tap-ons per year. <br /> <br />Coddle Creek Reservoir - Acquisition of Valve Systems <br /> <br /> Mr. Witherspoon reported that the petroleum pipeline which crosses the <br />Coddle Creek Reservoir project will have to be relocated and valve systems <br />installed by Plantation Pipe Line Company. <br /> <br /> There were no objections to this matter being added to the agenda for <br />consideration. <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board authorized Mr. Witherspoon to pay Plantation Pipe <br />Line Company and vendor up to $170,000.00 for the acquisition of two valve <br />systems required for the Coddle Creek Reservoir project. <br /> <br />Request for Release of Information <br /> <br /> Mr. Witherspoon presented a request from Mr. Charles D. McGinnis for the <br />release of information regarding attorney fees paid to Mr. Fletcher L. Hartsell, <br />Jr., County Attorney, for the period January 1, 1990 through October 1, 1990. <br />He stated that Mr. Hartsell had recommended the release of the information. <br /> <br /> There were no objections to this matter being added to the agenda for <br />consideration. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board authorized the release of information regarding <br />the attorney fees paid to Mr. Hartsell for the period January 1, 1990 through <br />October 1, 1990 as requested by Mr. Charles D. McGinnis. <br /> <br />Retransfer of Property Obtained for the Coddle Creek Reservoir Project <br /> <br /> Mr. Witherspoon reported that it had been determined that two tracts of <br />land (2.75 acres and 0.95 acre) in the Coddle Creek Reservoir project area were <br />no longer needed. He asked that the Board authorize the publication of a Notice <br />of Retransfer of this property to prior owners, Mr. and Mrs. F. A. Rankin, Jr. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the Board added to the agenda the Notice of Retransfer of <br />Real Property to prior owners, Mr. and Mrs. F. A. Rankin, Jr. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized the publication of the Notice of <br />Retransfer of Real Property for two tracts (2.75 acres and 0.95 acre) that are <br />no longer needed in the Coddle Creek Reservoir area to the prior owners, Mr. and <br />Mrs. F. A. Rankin, Jr. <br /> <br />Public Hearing Addressing the State Medical Facilities Plan for Nursing Home Beds <br /> <br /> Chairman Carpenter agreed to make a presentation on July 29 at a public <br />hearing addressing the State Medical Facilities Plan for nursing home beds in <br />this region. On July 1, 1992 there were 41 people on waiting lists at facilities <br />in Cabarrus County with only eight beds vacant on that day. <br /> <br /> <br />
