36 <br /> <br /> Ms. Rebekah James stated the need for a good leash law but expressed <br />concerns regarding several items of the proposed ordinance. These items included <br />a definition of potentially dangerous animals, the use of chains as a method of <br />restraint, higher licensing fees to encourage spaying and neutering, the use of <br />voice control as a method of restraint for animals on a person's own property, <br />the various activities listed as nuisance behavior, and the requirement that a <br />dog must wear a collar at all times with its rabies tags attached. <br /> <br /> Mr. Neal Fudge, pit bull owner, commented on the responsible dog owner and <br />supported the enforcement of a leash law. <br /> <br /> Mr. Ben Graham of Mt. Pleasant complained of dogs killing mallard ducks, <br />attacking people, and creating odor and noise problems in his neighborhood. He <br />stated in his opinion that most dog owners are not responsible. <br /> <br /> Mr. Ron Gandy compared the proposed dog licensing with the privilege <br />license tax repealed by the Board earlier in the meeting. He addressed the <br />problem of enforcing the licensing of dogs and stated in his opinion owners <br />should control their own animals. <br /> <br /> Mr. Lonnie Burr objected to the provision that dogs must wear collars at <br />all times with rabies tags attached and cats do not. <br /> <br /> There was no one else present to address the Board regarding the proposed <br />Animal Control Ordinance, and Chairman Carpenter closed the public hearing at <br />9:14 P.M. <br /> <br /> Chairman Garpenter proposed that a definition for potentially dangerous be <br />included in the ordinance as had been recommended by Ms. Rebekah James. No <br />action was taken on this proposal and the written material submitted by Ms. James <br />is to be sent to all Board members for consideration. <br /> <br /> Mr. Hartsell asked for clarification of the provision of Section 11, <br />Vicious Dog (6) regarding the seizure and destruction of animals. It was noted <br />this would occur only if an animal has previously been declared vicious and other <br />violations as listed in Section 11 had occurred. <br /> <br /> Commissioner Barnhart asked for the following revisions to Section 10, <br />Public Nuisance, on Page 12: (1) Insert the word "in" in the third sentence of <br />~h for phrase to read "be in contact"; and (2) Delete "or barks at" from the <br />second sentence of #g. In addition, he requested that the effective date of the <br />Ordinance coincide with the County's ability to issue licenses and receive fees <br />with all revenues collected to go directly to Animal Control. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne, Hamby and Barnhart and Chairman Carpenter voting for, the <br />Board agreed for those amendments recommended by the Board of Health, those <br />amendments approved by consensus of the Board of Commissioners, and any necessary <br />editing changes to be inCluded in the proposed Animal Control Ordinance for <br />consideration by the Board at its meeting on August 17, 1992. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby, Payne and Chairman Carpenter voting for, the <br />minutes of July 6 and July 20, 1992 were approved as written. <br /> <br />NEW BUSINESS <br /> <br />Appointments Gable Advisory Commission <br /> <br /> The Board delayed the appointments to the Cable Advisory Commission until <br />the next meeting. <br /> <br /> <br />
