37 <br /> <br />Change Date of Regular Meeting Scheduled for Monday, September 7, 1992 <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby and Payne and Chairman Carpenter voting for, the <br />Board by resolution changed the regular meeting scheduled for 6:30 P.M. on <br />Monday, September 7, to 6:30 P.M. on Tuesday, September 8, 1992, due to the Labor <br />Day holiday. <br /> <br />WATER & SEWER DISTRIGT MEETING <br /> <br /> Chairman Carpenter recessed the meeting of the Board of Commissioners at <br />9:30 P.M. until the conclusion of the meeting of the Water and Sewer District. <br /> <br /> Chairman Carpenter reconvened the meeting of the Board of Commissioners at <br />9:34 P.M. <br /> <br />ADDITIONAL ITEMS <br /> <br />Sanitary Landfill <br /> <br /> Mr. Hartsell advised the Board of the need to do soil testing and surveying <br />on a 25-acre tract of land adjacent to the County Landfill. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with <br />Commissioners Hamby, Barnhart and Payne and Chairman Carpenter voting for, the <br />Board authorized Mr. Hartsell to issue the 30-day notice to do soil testing and <br />surveying on a 25-acre tract of property adjacent to the County Landfill. <br /> <br />Infant Mortality Rate <br /> <br /> Dr. William F. Pilkington, Health Director, reported that the infant <br />mortality rate in Cabarrus County had decreased from 11.4 deaths to 4.2 deaths <br />in 1991. He thanked the Board for its support and specifically for approving the <br />hiring of doctors at the Health Department. <br /> <br /> Chairman Carpenter commended the Health Department staff on the reduction <br />in the infant mortality rate and expressed appreciation to them for their hard <br />work. <br /> <br />Executive Session <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart with <br />Chairman Carpenter and Commissioners Barnhart, Hamby and Payne voting for, the <br />Board moved to go into executive session to discuss property acquisition. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Payne with <br />Chairman Carpenter and Commissioners Payne, Barnhart, and Hamby voting for, the <br />executive session was terminated. <br /> <br />No report was filed on the executive session. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman <br />Carpenter adjourned the meeting at 10:08 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
