38 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Governmental Center in Concord, <br />North Carolina on Monday, August 17, 1992, at 6:30 P.M. <br /> Present - Chairman: Carolyn B. Carpenter <br /> Commissioners: William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Billy J. Simmons, Jr. <br /> Absent - Commissioner: Jeffrey L. Barnhart <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> Chairman Carpenter called the meeting to order at 6:30 P.M. <br /> Commissioner Hamby led the Pledge of Allegiance. <br /> The invocation was given by Father Eugene Daigle of the St. James Catholic <br />Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne, Hamby and Simmons and Chairman Carpenter voting for, the <br />minutes of August 3, 1992 were approved as written. <br /> <br />NEW BUSINESS <br /> <br />Presentation of the Lifetime Volunteer Award by the United Way, Concord-Cabarrus <br /> County Chamber of Commerce, and Cabarrus County <br /> <br /> Chairman Carpenter, Mr. James M. Monroe, Jr., and Dr. Stephen E. Foster <br />presented the first Lifetime Volunteer Award to Mrs. Betty McCrary in honor of <br />her husband, William E. McCrary. The award read as follows: <br /> <br />The William E. McCrary Award <br /> <br />The William E. McCrary award holds that there can be no .higher <br />principle than giving of one's self to help others. This award <br />recognizes the life long achievements of a volunteer within the <br />Cabarrus County community who has accomplished improving quality of <br />life for the whole community and maintained the courage to assure <br />that every individual has access to this better quality of life. <br /> <br />On this the Seventeenth day of August, nineteen hundred and ninety- <br />two, the Cabarrus County Board of Commissioners, the Concord-. <br />Cabarrus County Chamber of Commerce, and the United Way of Central <br />Carolinas, Cabarrus County Operations officially awards the William <br />E. McCrary Award to: <br /> <br />WILLIAM E. "BILL" McCRARY <br /> <br />Bill McCrary has not sought recognition for himself, but has worked <br />tirelessly to produce results that many now may share throughout the <br />Cabarrus community.
