39 <br /> <br />Recognition of Retired Tax Assessor Employee Mildred W. Barbee <br /> <br /> The Board recognized Ms. Mildred Barbee who retired on July 31, 1992 after <br />four (4) years of part-time and twenty-five (25) years of full-time employment <br />with the County Assessor's office. Chairman Carpenter presented a plaque to Ms. <br />Barbee in appreciation for her service to Cabarrus County. <br /> <br />UNFINISHED BUSINESS <br /> <br />21st Century Committee Update Dr Herb Smith <br /> <br /> Dr. Smith, Chairman of the 21st Century Committee, reported that the <br />County's four human service boards--Social Services, Aging, Health, and Piedmont <br />Area Mental Health--had endorsed the recommendations of the 21st Century <br />Committee. He further reported that the Cabarrus County Board of Education and <br />the Kannapolis City Board of Education had specifically endorsed the concept of <br />developing a hub facility and specific satellite facilities for human services. <br />To proceed with the Committee's proposal, Dr. Smith suggested that the Board <br />appoint a commission consisting of one member from each of the human service <br />boards, one member from each of the two school boards, one County Commissioner, <br />and one member of the 21st Century Committee (if not otherwise represented by an <br />appointee of the human service boards) and charge the appointed commission with <br />the task of making the following recommendations. <br /> <br />o <br /> <br />Locate a site for the hub facility. <br />Develop a model for delivering human services in the hub <br />satellite concept. <br />From this model, develop a hub facility plan. <br />Design the satellite service delivery system. <br />Select appropriate satellite sites. <br /> <br />In conclusion, Dr. Smith stressed the importance of a Human Services Planning <br />Committee to evaluate funding requests, prioritize spending, and make <br />recommendations to the Board regarding future human service needs. <br /> <br /> The Board took no action regarding Dr. Smith's request and asked that this <br />matter be placed on the agenda for September 8, 1992 for further discussion. <br /> <br />NEW BUSINESS <br /> <br />Bid Award - Sale of Paddle Pan Heavy Equipment - Health Department <br /> <br /> A bid in the amount of $7,625.00 from Ladd Grading Company was the sole.bid <br />received on August 12, 1992 for the sale of the 1980 Clark 110-115 Paddle Pan. <br />The Board had previously declared this equipment as surplus property. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne, Hamby, and Simmons and Chairman Carpenter voting for, the <br />Board awarded the bid for the sale of the 1980 Clark 110-115 Paddle Pan to the <br />sole bidder, Ladd Grading Company, in the amount of $7,625.00. <br /> <br />Bid Award - Mobile Radios Sheriff's Department <br /> <br /> The following bids were received on August 7, 1992 for the purchase of <br />mobile radios for the Sheriff's Department. <br /> <br />LEGAL ADVERTISEMENT DATE: <br />July 19, 1992 <br /> <br />VENDOR TOTAL BID <br /> <br />Diversified Electronics, Inc. $26,950.00 <br />Triangle Communications $29,950.00 <br />Communications Engineering and Parts Company $31,900.00 <br />Motorola Communications & Electronics, Inc. $34,250.00 <br /> <br /> <br />
