4O <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby, Payne and Simmons and Chairman Carpenter voting for, the <br />Board awarded the bid for the mobile radios to the low bidder, Diversified <br />Electronics, Inc., in the amount of $26,950.00 as recommended by Sheriff Robert <br />M. Canaday. <br /> <br />6ppointment - Concord Planning and Zoning Commission Extraterritorial <br /> Jurisdiction Member (1) <br /> <br /> The Board received the letter from Mr. Edwin H. Ferguson, Jr., stating that <br />he had moved into the City of Concord and could no longer serve as the <br />extraterritorial jurisdiction member of the Concord Planning and Zoning <br />Commission. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Carpenter with <br />Commissioners Hamby, Payne and Simmons and Chairman Carpenter voting for, the <br />Board appointed Mr. Kenneth Wilkinson as an extraterritorial jurisdiction member <br />on the Concord Planning and Zoning Commission. Mr. Wilkinson will complete an <br />unexpired term ending June 30, 1995. <br /> <br />Appointment - Tourism Authority <br /> <br /> The Board acknowledged the resignation by Mr. Jim Duncan from the Cabarrus <br />County Tourism Authority effective August 1, 1992. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Carpenter with <br />Commissioners Hamby, Payne, and Simmons and Chairman Carpenter voting for, the <br />Board appointed Mr. Doug Stafford to the Tourism Authority as recommended by the <br />Executive Committee of the Concord-Cabarrus County Chamber of Commerce. Mr. <br />Stafford will complete an unexpired term ending December 31, 1993. <br /> <br />UNFINISHED BUSINESS <br /> <br />Revised Animal Control Ordinance Proposal/Proposed Fee Increases for Animal <br /> Shelter <br /> <br /> Mr. Hartsell presented an amendment to clarify the provisions concerning <br />"vicious" dogs in Section 11 of the proposed Ordinance. <br /> <br /> Motion was made by Commissioner Hamby and seconded by Commissioner Payne <br />to amend the draft of the Animal Control Ordinance to include the amendment as <br />recommended by Mr. Hartsell. Chairman Carpenter asked that the motion be amended <br />to include the provision for the license fees to be effective on January 1, 1993 <br />and the remainder of the ordinance to be effective immediately. The amendment <br />to the motion was accepted by Commissioners Hamby and Payne. <br /> <br /> UPON AMENDED MOTION by Commissioner Hamby, seconded by Commissioner Payne <br />with Commissioners Hamby, Payne and Simmons and Chairman Carpenter voting for, <br />the Board amended the draft of the proposed Animal Control Ordinance to include <br />the following amendment proposed by Mr. Hartsell and to include the provision for <br />the license fees to be effective on January 1, 1993 and the remainder of the <br />ordinance to be effective immediately. <br /> <br /> Amend Article I, Section 11, Vicious Dogs, Subsection (6) to read as <br />follows: <br /> <br />(6) <br /> <br />Violation of the requirements of this Ordinance by a dog <br />declared "vicious" pursuant to the procedure set forth herein <br />shall result in the immediate seizure of the vicious dog and <br />may result in its humane destruction and the prosecution of <br />its owner. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby, Payne, and Simmons, and Chairman Carpenter voting for, the <br />Board adopted the following Animal Control Ordinance as amended and the fees for <br />the Animal Shelter as recommended. <br /> <br /> <br />
