69 <br /> <br />Board confirmed the appointment of Commissioner Barnhart as the Commissioner <br />liaison to the Greater Cabarrus County Economic Development Corporation Board. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Carpenter recessed the meeting at 7:20 P.M. until the conclusion <br />of the meeting of the Water and Sewer District Commissioners. <br /> <br /> Chairman Carpenter reconvened the meeting of the Board of County <br />Commissioners. <br /> <br />Executive Session <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart with <br />Chairman Carpenter and Commissioners Barnhart, Hamby and Payne voting for, the <br />Board moved to go into executive session to discuss the following: (1) Site <br />selection for a County building or other facility; (2) Location or expansion of <br />industries or other businesses in the County; (3) Consultation with Counsel; and <br />(4) Possible property acquisition. The Board invited Mr. Harold McEachern, <br />General Manager of the Cabarrus County Fair, and Mr. Estus White, President of <br />the Cabarrus Agricultural Fair Association, to join the Board in executive <br />session. Also joining the Board in executive session were Mr. George L. <br />Maloomian and Mr. Paul B. Bell, Jr. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with <br />Commissioners Hamby, Barnhart and Payne and Chairman Carpenter voting for, the <br />executive session was adjourned. <br /> <br />Other Business <br /> <br /> Chairman Carpenter presented the following statement regarding the <br />Charlotte Motordrome development. <br /> <br />Recently, a major drag strip facility was announced to be <br />constructed on a large parcel of land fronting Highway 601 near <br />Midland. The property was zoned I-2 in 1989 and is zoned properly <br />for the announced use. <br /> <br />The Board of Commissioners and previous Boards have supported <br />economic development of the Midland area as well as other sections <br />of the County. In pursuit of this objective, we have instituted <br />plans for water and sewer in the Midland area. These projects were <br />not specifically undertaken for the Charlotte Motordrome, as the <br />drag strip facility is known, but for the general benefit of the <br />public in the area. <br /> <br />Until the public announcement of the Motordrome, the Board only knew <br />what had been published in the papers concerning the development. <br />As is often the case, the published information was confusing, <br />apparently due to the owners' desire to control the timing of the <br />announcement. <br /> <br />Planning and zoning staff of the County became aware of the <br />development at an earlier time, since the owners sought confirmation <br />of their plans with various development regulations. Normal <br />procedure requires such inquiries to be kept confidential at the <br />owners' request until such time as permits are required. <br /> <br />Again, the drag strip facility is a permitted use of the property in <br />question and no action is pending by the Board of Commissioners at <br />this time. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Carpenter opened the meeting for informal public comments at 8:40 <br />P.M. <br /> <br /> <br />
