71 <br /> <br /> Mr. Randy Jamison, who was dressed as "Uncle Sam", asked who would be <br />responsible if the churches close and people move from the area due to the drag <br />strip. He requested that the County conduct an Environmental Impact Study. <br /> <br /> Mr. Hartsell explained that there are no Federal, State, nor County fuDds <br />associated with the project; therefore, the Board has no authority to use County <br />funding to conduct an Environmental Impact Study. He did indicate that the <br />community could have a private study completed if it chose to do so. <br /> <br /> There was no one else present to address the Board, and Chairman Carpenter <br />closed the public comments section of the meeting at 9:20 P.M. <br /> <br />ADDITIONS TO THE AGENDA <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with <br />Commissioners Hamby, Barnhart, and Payne and Chairman Carpenter voting for, the <br />Board added an item regarding real property to the agenda. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby, Payne, and Barnhart and Chairman Carpenter voting for, the <br />Board approved Option Proposal 2 to option a portion of the County's real <br />property to Faison Capital Development, Inc. and Cambridge Properties <br />Incorporated with an additional provision that the County be permitted up to two <br />years from the exercise of the option to vacate the premises of the County <br />building designated as Building C. Option Proposal 2 to purchase a portion of <br />the County's property behind the Social Services building as well as the <br />Fairgrounds property included the following terms and conditions: <br /> <br />Total Purchase Price of $2,150,000, including approximately 24 acres <br />at $2,010,000 and an office building at $140,000. <br /> <br />Buyer is granted a 60-day option for $20,000. The County has 60 <br />days in which to assist the fairgrounds in finding a suitable <br />relocation property. If an alternative location cannot be found, <br />then the County may terminate the option agreement and refund the <br />option money to buyer. <br /> <br />If an alternative location is found during the first 60 days, then <br />$5,000 of the $20,000 deposit goes at risk, subject only to <br />rezoning, good title, etc. <br /> <br />Buyer may extend the option for two 60-day periods by paying seller <br />$20,000 for each extension. <br /> <br /> Commissioner Hamby commented on the commercial properties surrounding the <br />Fair and the need to locate a new site which will give the Fair more room and <br />more opportunities to serve the public. He noted that the Fair's Executive <br />Committee is aware that the County has been discussing the possibility of selling <br />this property and that Mr. McEachern and Mr. White have received copies of the <br />option proposals. Stating that there is no contemplation that the Fair will be <br />closed or discontinued, Commissioner Hamby stressed that members of both the <br />Board of Commissioners and the Agricultural Fair Association Board are committed <br />to keeping the Fair in operation. <br /> <br />Appointments by the North Carolina Association of County Commissioners <br /> <br /> Chairman Carpenter reported that Commissioner Barnhart had been appointed <br />to the Public Education Steering Committee and that she had been appointed to the <br />Legislative Goals Committee of the North Carolina Association of County <br />Commissioners. <br /> <br />Contributions by Vulcan Materials <br /> <br /> Commissioner Barnhart commented on the generous contributions by Vulcan <br />Materials to the Parks and Recreation Department for the construction and <br />upgrading of parking lots. The Board by consensus authorized the Chairman to <br />send a letter to Vulcan Materials in appreciation for that company's support of <br />the County's recreational facilities. <br /> <br /> <br />
