95 WHEREAS, the County of Cabarrus seeks to leverage public and private monies to the maximum extent feasible; and WHEREAS, the County of Cabarrus has applied for funding for the installation of a water system to Whitley Manufacturing on Whitley Road in Midland using Community Development Block Grant funds; and WHEREAS, the funding source, the North Carolina Commerce Finance Center requires a recapture plan of the grant monies from connections to the water lines: NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the County of Cabarrus, North Carolina, that: Section 1. The following water connection charges are in effect for any connection to the Whitley CDBG water line. The Cabarrus County Utility Department will collect the above-mentioned CDBG add-on and will, periodically, submit this income to the CDBG program at the Commerce Finance Center. Bonds CLERK Endorsement of the Proposed Alignments of the Kanlacon West-side By-Pass UPON MOTION of Commissioner Hamby, seconded by Chairman Carpenter and unanimously carried, the Board added to the agenda consideration of the Kanlacon West-side By-Pass. Mr. Gerald Newton, Director of Planning, Zoning and Building Inspections, reviewed the proposed resolution and noted that alignment 1 had been endorsed by the Board last year. UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and unanimously carried, the Board adopted the following Resolution. A RESOLUTION ENDORSING THE PROPOSED ALIGNMENTS OF THE KANLACON WEST-SIDE BY-PASS WHEREAS, the Cabarrus County Commissioners are aware of the increasing urbanization of Cabarrus County and its municipalities; and the impact on existing transportation facilities; and WHEREAS, said Board endorses the construction of the West-Side By- Pass as scheduled in the North Carolina Transportation Improvement Program; and WHEREAS, the North Carolina Department of Transportation has established feasible alignments for the proposed Kanlacon West-Side By-Pass. NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Commissioners, by this resolution, informs the North Carolina Department of Transportation it considers the alignment 1 as shown on the North Carolina Department of Transportation Project Map U- 2009 as the preferred alignment for this project.
