94 <br /> <br />contractor storage yards; cabinet, wood shop; convenience food stores including <br />retail, petroleum sales; disco/lounge; floral shop; hotel; lumber and building <br />yard; mini-warehouse; office(administrative); office (professional); photographic <br />studio; printing and reproduction; radio and TV studio; radio and TV tower; <br />recreation facility; restaurants; retail sales; tailor shop; truck rental; <br />warehousing; residential (single family); and residential (multi-family). <br /> <br /> Chairman Carpenter and Mr. Hartsell commended the Planning and Zoning staff <br />as well as the members of the Planning and Zoning Commission for their work with <br />IIG Incorporated. <br /> <br />Community Development Block Grant Program Closeout <br /> Hearing - 7:00 P,M, <br /> <br />Mr, Bob Stark <br /> <br />Public <br /> <br /> Mr. Bob Stark, consultant, reported that the 1989 Community Development <br />Block Grant Program for the FishertownRevitalization project had been completed. <br />This project had included sewer service, street improvements, and the <br />rehabilitation of approximately 35 homes in the Fishertown community. <br /> <br /> Chairman Carpenter opened the public hearing and asked if anyone were <br />present who wished to address the Board regarding the Fishertown project. There <br />was no one present to speak regarding the project, and Chairman Carpenter closed <br />the public hearing. <br /> <br />Community Development Block Grant P~ogram - Economic Development Category - Mr, <br /> Bob Stark - Public Hearing - 7:15 P.M. <br /> <br /> Mr. Stark explained the Economic Development category of the Community <br />Development Block Grant program. He noted that the funds are available to assist <br />existing businesses to expand and upgrade their operations as well as to provide <br />the infrastructure necessary for new businesses to locate in Cabarrus County. <br /> <br /> Chairman Carpenter opened the public hearing and asked if anyone were <br />present who wished to address the Board regarding the Economic Development <br />category of the Community Development Block Grant Program. <br /> <br /> Mrs. Florence Potter of the Midland community stated in her opinion <br />businesses should seek assistance from the Small Business Administration rather <br />than use Community Development Block Grant funds. <br /> <br /> There was no one else present to address the Board, and Chairman Carpenter <br />closed the public hearing. <br /> <br /> A second public hearing will be scheduled at a later date when a specific <br />project has been developed. <br /> <br />ADDITIONS TO AGENDA <br /> <br />Community Development Project - Whitley Manufacturing <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Hamby and <br />unanimously carried, the Board added consideration of the water connection <br />charges for the Whitley Manufacturing Community Development Block Grant (CDBG) <br />water lines to the agenda. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons and <br />unanimously carried, the Board approved the following resolution. <br /> <br /> CABARRUS COUNTY UTILITY DEPARTMENT <br /> WATER CONNECTION CHARGES <br /> FOR THE <br />WHITLEY MANUFACTURING CDBG WATER LINES <br /> <br /> WHEREAS, the County of Cabarrus seeks to provide fire protection and <br />potable water to all County businesses and citizens; and <br /> <br /> <br />
