100 Budget Amendment - County Manager UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with Commissioners Hamby, Barnhart and Simmons and Chairman Carpenter voting for, the Board approved the following budget amendment. BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF COUNTY MANAGER AMOUNT $12,174.00 TYPE OF ADJUSTMENT: Transfer Between Departments/Funds PURPOSE OF REQUEST: Transfer funds to provide for renovations to SWCD office and ADA compliance and street number signs at the Governmental Center. Line Item Present Approved Revised Account Number Budget Increase Decrease Budget 01-41-10-101 162,128 Salaries and Wages 01-34-10-820 12,750 Building Improvements 01-21-10-860 265,942 Equipment and Furniture 12,174 9,128 153,000 24,924 3,046 262,896 NEW BUSINESS Water and Sewer Projects/Budget Amendments Mr. Henry Waldroup Mr. Henry Waldroup, Utilities Director, reviewed the following capital water and sewer projects and outlined the recommended financing for each project. 1) Highway 601/Wallace Road South Extension - the connection of three separate water lines to complete a hydraulic loop in the Midland portion of the Water and Sewer District. Also, a separate water line would be run along Whitley Road to accommodate the rebuilding of Whitley Manufacturing Company which was recently destroyed by fire. Estimated total project cost is $639,000.00 with a pending application for Community Development Block Grant (CDBG) funds in the amount of $400,000.00 for the Whitley water line extension. Recommend financing the project with CDBG Funds in the amount of $400,000.00 and funds in the amount of $239,000.00 from the Water and Sewer District Fund Balance. 2) Cabarrus County Movie Studio - Extend water and sewer lines to the base of the movie studio property. Water line will extend along Highway 200 and Vanderburg Drive and will be the first step towards making water service a future possibility for the Georgeville Community. Recommend financing the total estimated cost of $460,000.00 with funding from the $1 million in the earmarked capital projects fund in the County's general fund budget. 3) Muddy Creek Wastewater Treatment Plant - Provide funds for the permitting and design processes needed to build a wastewater treatment plant. Total cost for design and construction of the sewer plant is estimated at $2,400,000.00. Recommend finanCing the design and permitting stages at this time with $200,000.00 allocated from the $1 million set aside in the general fund for capital projects.
