He recommended that in the absence of a written policy that the County <br />allow the Utility Department to petition the areas and require that at least 40 <br />percent of the property owners eligible to receive service to sign the petition. <br />Those property owners who would like the service and are able to pay the tap fee <br />would be required to pay $825.00 upon application. Those property owners who <br />cannot afford to pay the full tap fee, set-up fee and security deposit of $825.00 <br />would be required to pay the set-up fee and security deposit totaling $75.00 <br />($50.00 deposit and a $25.00 set up fee). The County would then finance the <br />remaining tap fee of $750.00 and add an administrative charge of $150.00, <br />bringing the total to be financed to $900.00. This amount would be financed <br />interest free for thirty (30) months, establishing a monthly payment of $30.00 <br />in addition to the monthly water bill. If the property owner connects to the <br />system and fails to pay the monthly payment or the monthly water bill, service <br />would be disconnected in compliance with current policy. <br /> <br /> During review of the projects, Mr. Waldroup pointed out that the three <br />water extension projects are in the Water and Sewer District. Therefore, <br />Chairman Carpenter recessed the meeting of the Board of County Commissioners <br />until the conclusion of the meeting of the Water and Sewer District. <br /> <br /> Chairman Carpenter reconvened the meeting of the Board of County <br />Commissioners. It was noted that the Water and Sewer District Commissioners had <br />awarded the bids for the Jim Sossamon-Troutman Road water project and had <br />approved the water extension policy as recommended by Mr. Waldroup. <br /> <br /> <br />
