<br />bids had been received on October 14, 1992 for the Reservoir Clearing. He
<br />recommended that the Board award the contract to the lowest bidder, Blythe
<br />Industries.

<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons with
<br />Commissioners Hamby, Simmons, and Barnhart and Chairman Carpenter voting for, the
<br />Board approved the recommendation by Mr. Paul Watson and awarded the bid for the
<br />Reservoir Clearing for the Coddle Creek Reservoir project to the low bidder,
<br />Blythe Industries, in the amount of $1,403,249.00.

<br />Road Name Change - Setting a Public Hearing
<br />
<br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby with
<br />Commissioners Simmons, Hamby and Barnhart and Chairman Carpenter voting for, the
<br />Board set a public hearing for 7:30 P.M. on Monday, November 16, 1992, to
<br />consider the following road name changes: Unnamed Road to Basinger Lane and
<br />Unnamed Road to Denny Rumple Road.

<br />Resolution for COGs to Receive State Funds
<br />
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons with
<br />Commissioners Hamby, Simmons, and Barnhart and Chairman Carpenter voting for, the
<br />Board adopted the following resolution.
<br />

<br />Cabarrus County Board of Commissioners
<br />
<br /> WHEREAS, in North Carolina the Lead Regional Organizations, as
<br />voluntary organizations serving municipal and county governments,
<br />have established productive working relationships with the cities
<br />and counties across this state; and
<br />
<br /> WHEREAS, the 1992 General Assembly recognized this need
<br />through the appropriation of $864,270 to help the Lead Regional
<br />Organizations assist local governments with grant applications,
<br />economic development, community development, and to support local
<br />industrial development activities and other activities as deemed
<br />appropriate by their local governments; and
<br />
<br /> WHEREAS, these funds are not intended to be used for payment
<br />of member dues or assessments to a Lead Regional Organization or to
<br />supplant funds appropriated by the member governments; and
<br />
<br /> WHEREAS, in the event that a request is not made by Cabarrus
<br />County for release of these funds to our Regional Council, the
<br />available funds will revert to the State's general fund; and
<br />
<br /> WHEREAS, in Region F funds in the amount of $48,015 will be
<br />used to/for preparation of HOME and CDBG applications, strategic
<br />planning programs, regional data book, building permit tracking
<br />system, and other economic development activities that may deem
<br />appropriate;
<br />
<br /> NOW, THEREFORE BE IT RESOLVED, that the Cabarrus County Board
<br />of Commissioners requests the release of its share of these funds,
<br />$4,813.32, to the Centralina Council of Governments at the earliest
<br />possible time in accordance with the provisions of Chapter 900,
<br />House Bill 1340, Section 180 of the 1992 Session Laws.
