109 <br /> <br />Christmas Toys for Dade County, Florida Program <br /> <br /> Mr. Steve Little, Parks and Recreation Director, reported that his <br />department is organizing a county-wide effort to encourage people to donate <br />Christmas toys for children of Dade County, Florida. This area was completely <br />destroyed by Hurricane Andrew earlier this year. These toys will be delivered <br />to Florida on a transfer truck donated by Fieldcrest Cannon during the week of <br />December 14 - 18, 1992. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with <br />Commissioners Hamby, Barnhart and Payne and Chairman Carpenter voting for, the <br />Board approved the "Christmas Toys for Dade County, Florida" program by the Parks <br />and Recreation Department and unanimously offered its support to the program. <br /> <br /> Chairman Carpenter left the meeting for a short time. Vice-Chairman Hamby <br />presided in her absence. <br /> <br />Home Health Management Contract <br /> <br /> Dr. William Fo Pilkington, Health Director, reported that the Cabarrus <br />County Home Health Agency has been providing services in the county since 1962. <br />However, a recent increase in the number of home care providers has made it <br />difficult for the Agency to remain competitive and continue to provide home care <br />services as well as generate additional revenue to the County. To meet these <br />problems, County staff has consulted with several medical management firms with <br />extensive discussions with Central Health Management Services, Inc. of Atlanta <br />during the past year. Having decided against privatization of the Agency due to <br />the loss of income to the County, staff participated in a strategic planning <br />process with Central Health and developed a plan consisting of two major areas, <br />contractual services and the reorganization of the Agency. The County will <br />contract with Central Health for various consulting services selected by the <br />County Manager on an as-needed basis with those services costing up to $9.50/home <br />health visit, which is reimbursable. Available services include electronic <br />billing, human resources, cost reporting, clinical practice, regulatory <br />compliance, community awareness, legal services, operations management, and <br />quality assurance/utilization review. In addition, the Agency will be removed <br />from the Health Department and established as a separate department. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne with <br />Commissioners Barnhart and Payne and Vice-Chairman Hamby voting for, the Board <br />approved the Management Services Agreement with Central Health Management <br />Services, Inc. for management services to be provided to the Cabarrus County Home <br />Health Agency and authorized the Chairman to sign the Agreement on behalf of <br />Cabarrus County. The Agreement is for a period of five years and is on file in <br />the Office of the County Manager. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Vice-Chairman Hamby with <br />Commissioners Barnhart and Payne and Vice-Chairman Hamby voting for, the Board <br />adopted the following amendment to the 1992-93 Budget Ordinance. <br /> <br />BUDGET ORDINANCE AMENDMENT <br /> FY 1992-93 <br /> <br />Section VII.D. <br /> <br />The County Manager may increase or decrease the number of <br />positions in the Cabarrus County Home Health Agency depending <br />on market demand for services. He may also adjust <br />compensation levels in order to ensure competitiveness. <br />Additional positions may only be established under this <br />subsection if new revenues are available equal to the <br />expenditures. Following such actions, a budget amendment will <br />be submitted for approval at the next Regular Meeting of the <br />Board of Commissioners. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne with <br />Commissioners Barnhart and Payne and Vice-Chairman Hamby voting for, the Board <br />adopted the following amendment to the Cabarrus County Personnel Ordinance. <br /> <br /> <br />
