111 <br /> <br /> Mr. John Speagle, representative of BFI, asked that the Board award the <br />contract so the company may proceed with its plans to implement solid waste <br />collection service throughout the county on January 1, 1993. <br /> <br /> By consensus, the Board agreed to delay further consideration of the bid <br />award until a work session scheduled for Friday, November 6, 1992. <br /> <br />OTHER BUSINESS <br /> <br /> Vice-Chairman Hamby announced that the Community Based Alternatives (CBA) <br />Task Force was sponsoring a forum at the Senior Center on November 9 relative to <br />alternatives to training schools and juvenile crime. <br /> <br /> Vice-Chairman Hamby announced that the Kannapolis History Association was <br />sponsoring the dedication of the GI Memorial House in Kannapolis on November 11. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Vice-Chairman Hamby opened the meeting at 8:00 P.M. for any comments by the <br />public. There was no one present to address the Board, and Vice-Chairman closed <br />that section of the meeting. <br /> <br />Water and Sewer District Meeting <br /> <br /> Vice-Chairman Hamby recessed the meeting of the Board until the conclusion <br />of the meeting of the Water and Sewer District of Cabarrus County. <br /> <br /> Vice-Chairman Hamby reconvened the meeting of the Board of County <br />Commissioners. <br /> <br />Executive Session <br /> <br /> UPON MOTION of Vice-Chairman Hamby, seconded by Commissioner Payne with <br />Vice-Chairman Hamby and Commissioners Payne and Barnhart voting for, the Board <br />moved to go into executive session to discuss property acquisition and pending <br />litigation. <br /> <br />Chairman Carpenter returned to the meeting during the executive session. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Vice-Chairman Hamby with <br />Commissioners Barnhart and Payne, Vice-Chairman Hamby and Chairman Carpenter <br />voting for, the executive session was adjourned. <br /> <br />No report was filed on the executive session. <br /> <br /> There being no further business to come before the Board, Chairman <br />Carpenter recessed the meeting at 9:20 P.M. until 9:00 A.M. on Friday, November <br />6, 1992. <br /> <br />Clerk to the Board <br /> <br /> <br />
