119 <br /> <br />ADDITIONS TO THE AGENDA <br /> <br />Budget Amendment Human Services Automation Feasibility Study <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart with <br />Chairman Carpenter and Commissioners Barnhart, Hamby and Payne voting for, the <br />Board voted to add to the agenda the funding request for the Human Services <br />Automation Feasibility Study. <br /> <br /> The North Carolina Association of County Commissioners has been working <br />with the Department of Human Resources to plan for a Human Services Automation <br />Feasibility Study. The total cost of the study is estimated at $1.7 million, <br />with $850,000.00 to be funded by the federal government and $700,000.00 by the <br />State of North Carolina. To complete the required funding, the Association's <br />Board of Directors has requested that the counties in the state contribute the <br />remaining $150,000.00 based on their population proportions. Cabarrus County's <br />share would total $2,249.00. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby and Payne and Chairman Carpenter voting for, the <br />Board approved the request by the Board of Directors of the North Carolina <br />Association of County Commissioners to share in the funding of the Human Services <br />Automation Feasibility Study and adopted the following budget amendment <br />appropriating the $2,249.00 as Cabarrus County's share of the cost. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF BOARD OF COMMISSIONERS <br />AMOUNT $2,249.00 <br />TYPE OF ADJUSTMENT: Transfer Between Departments/Funds <br />PURPOSE OF REQUEST: Provide Cabarrus County's share of costs to the N. C. <br />Association of County Commissioners to fund the Human Services Automation <br />Feasibility Study. <br /> <br /> Line Item Present Approved Revised <br />Account Number Budget Increase Decrease Budget <br /> <br />19-10-660 $57,890.00 <br />Contingency <br />11-10-690 $24,000.00 <br /> Board Directed Expense <br /> <br />$2,249.00 <br /> <br />$2,249.00 <br /> <br />$55,641.00 <br /> <br /> $26,249.00 <br /> <br />Transfer of Easements and Refinancing of Industrial Revenue Bonds <br /> <br /> At the request of Mr. Hartsell, the Board by consensus agreed to add to the <br />agenda the potential refinancing of two industrial revenue bonds for Philip <br />Morris Companies, Inc. and the transfer of easements to the North Carolina <br />Department of Transportation relative to the relocation of North Carolina Highway <br />73. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne, Hamby and Barnhart and Chairman Carpenter voting for, the <br />Board authorized the Chairman to execute the deed transferring the following <br />right of way to the North Carolina Department of Transportation for the <br />relocation of Highway 73 and to execute the following Drainage Easement to the <br />Department of Transportation relative to the Highway 73 relocation. <br /> <br /> BEGINNING at a point on Survey Line L (N.C. 73) at Survey <br />Station 14+00; thence in a northerly direction in a straight line to <br />a point located 35 Ft. north of and normal to Survey Station 14+00, <br />Survey Line L; thence along the proposed northern right of way <br />boundary of Survey Line L in an easterly direction 35 Ft. north of <br />and parallel to Survey Line L to a point lying 35 Ft. north of and <br />normal to Survey Station 16+74.46, Survey Line L: thence continuing <br />along the proposed northern right of way boundary of the project in <br />an easterly direction 35 Ft. north of and parallel to Survey Line L <br />to a point lying 35 Ft. north of and normal to Survey Station <br />24+24.46, Survey Line L; thence continuing along the proposed <br />northern right of way boundary of the project in an easterly <br /> <br /> <br />
