125 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Governmental Center in <br />Concord, North Carolina on Tuesday, December 1, 1992, at 12:00 Noon. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Commissioners: William G. Hamby, Jr. <br /> Jeffrey L. Barnhart <br /> Kenneth F. Payne <br />Absent Commissioner: Billy J. Simmons, Jr. <br /> <br /> Also present were Mrs. Sue Casper, Commissioner-Elect; Mr. John <br />Witherspoon, County Manager; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 12:00 Noon. <br /> <br />Community Development Block Grant - Whitley Manufacturing <br /> <br /> Mr. Gerald Newton, Director of Planning, Zoning, and Building Inspections, <br />advised the Board that the County had received approval of a $405,000.00 <br />Community Development Block Grant (CDBG) for the Whitley Manufacturing economic <br />development project. He asked that the Board adopt the revised Water Connection <br />Charges for the Whitley Manufacturing CDBG water lines. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby, and Payne and Chairman Carpenter voting for, the <br />Board adopted the following resolution and authorized the Chairman to sign the <br />document on behalf of Cabarrus County. <br /> <br /> CABARRUS COUNTY UTILITY DEPARTMENT <br /> WATER CONNECTION CHARGES <br /> FOR THE <br />WHITLEY MANUFACTURING CDBG WATER LINES <br /> <br /> WHEREAS, the County of Cabarrus seeks to provide fire protection and <br />potable water to all County businesses and citizens; and <br /> <br /> WHEREAS, the County of Cabarrus seeks to leverage public and private monies <br />to the maximum extent feasible; and <br /> <br /> WHEREAS, the County of Cabarrus has applied for funding for the <br />installation of a water system to Whitley Manufacturing on Whitley Road in <br />Midland using Community Development Block Grant funds; and <br /> <br /> WHEREAS, the funding source, the North Carolina Commerce Finance Center <br />requires a recapture plan of the grant monies from connections to the water <br />lines; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the County <br />of Cabarrus, North Carolina, that: <br /> <br />Section 1. The following water connection charges are in effect for any <br /> connection to the Whitley CDBG water line. <br /> <br />SERVICE TAP CDBG ADD-ON SECURITY SET-UP FEE <br />3/4" meter $ 750.00 $250.00 $ 50.00 $25.00 <br />1" meter 850.00 250.00 50.00 25.00 <br />2" meter 2,200.00 500.00 100.00 25.00 <br />4" meter 4,700.00 750.00 100.00 25.00 <br />6" meter cost + 10% 1000.00 100.00 25.00 <br />Fire Line cost + 10% 500~00 100.00 25.00 <br /> <br />Section 2. <br /> <br />The Cabarrus County Utility Department will collect the above- <br />mentioned CDBG add-on and will, periodically, submit this income to <br />the CDBG program at the Commerce Finance Center. <br /> <br />Section 3. Ail development directly or indirectly served by this CDBG <br /> waterline, shall be subject to these terms. <br /> <br /> <br />
