Carpenter <br /> CHAIRMAN <br /> <br />Lunch - Home Health Agency <br /> <br /> At 12:15 P.M., members of the Board traveled to the Home Health Agency for <br />lunch. <br /> <br />Utilities Department <br /> <br /> The meeting reconvened at 1:10 P.M. at the Utilities Department. <br />Commissioner Payne was absent for this portion of the meeting; however, <br />Commissioner-Elect Arne L. Fennel joined the Board at this time. Also present <br />were the following members of the Concord Board of Aldermen: James Dorton, <br />Alfred Brown, Larry Barringer, Lamar Barrier, and Robert Mathis. <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, presented a video and <br />update on the construction of the Coddle Creek Reservoir. The Board then <br />traveled to the Coddle Creek Reservoir for a helicopter tour of the site. <br /> <br />Governmental Center <br /> <br /> The Board returned to the Commissioners' Conference Room at the <br />Governmental Center at 3:40 P.M. Commissioner Payne rejoined the meeting at that <br />time; however, Commissioner-Elect Fennel was absent for the remainder of the <br />meeting. Mr. Fletcher L. Hartsell, Jr., County Attorney, was present for this <br />portion of the meeting. <br /> <br />Exchange of Property - Teresa B. Eudy <br /> <br /> Mr. Hartsell advised the Board that a proposed exchange of Real Property <br />in the Coddle Creek Reservoir with Teresa Eudy had been advertised and no <br />objections to the exchange had been received in the ten-day notice period. He <br />asked that the Board approve the exchange at this time. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne with <br />Commissioners Barnhart, Payne, and Hamby and Chairman Carpenter voting for, the <br />Board approved the following exchange of property and authorized the execution <br />of all necessary documents. <br /> <br />Exchange a fee simple interest in approximately three (3) acres of <br />real property acquired from the Baxter heirs in the area of the <br />Coddle Creek Reservoir and valued at approximately Twelve Thousand <br />Dollars ($12,000.00) for a fee simple interest in approximately 1.25 <br />acres, together with a permanent drainage easement, a temporary <br />construction easement, and a twenty (20) foot easement for ingress, <br />egress and regress across property owned by Teresa B. Eudy of <br />approximately equivalent value. <br /> <br />Board and Committee Appointment Schedule <br /> <br /> Commissioner Barnhart introduced discussion regarding the large number of <br />board and committee appointments which are scheduled in December of each year. <br />These include appointments to the Board of Equalization and Review, Department <br />of Aging Advisory Board, Domiciliary Home Community Advisory Committee, Health <br />Board, Nursing Home Community Advisory Committee, Planning and Zoning Commission, <br />Parks and Recreation Commission, and Tourism Authority.
