128 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, December 7, 1992, at 6:30 P.M. <br /> <br />Present <br /> <br />Chairman: Carolyn B. Carpenter <br />Commissioners: William G. Hamby, Jr. <br /> Jeffrey L. Barnhart <br /> Kenneth F. Payne <br /> Billy J. Simmons, Jr. <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 6:30 P.M. <br /> <br /> Girl Scout Junior Troop 505 of the Central United Methodist Church <br />conducted the Presentation of Colors ceremony. Scouts participating were Tara <br />Newberry, Amber Shue, Kathleen Robb, Jennifer Cougill, and Abby Dethlefs. <br /> <br />The invocation was given by Commissioner Barnhart. <br /> <br /> Chairman Carpenter called for a moment of silence in observance of the <br />anniversary of the bombing of Pearl Harbor on December 7, 1941. <br /> <br />Monthly Drawing for "Turn Trash into Cash" Contest <br /> <br /> Commissioner Barnhart and Mr. Rick Payne, Recycling Coordinator, conducted <br />the monthly drawing for the "Turn Trash in Cash" contest to promote the recycling <br />program in the county. Winners were as follows: Susan Krnic $100.00 cash; <br />Katie Braswell $100.00 gift certificate from Village Jewelers; and Mike and <br />Debbie Page Family Portrait from Fine Images Studio. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the minutes of November 6, 7, and 16 and December 1, 1992 <br />were approved as written. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Carpenter recessed the meeting of the Board of County <br />Commissioners until the conclusion of the meeting of the Water and Sewer <br />District. <br /> <br /> Chairman Carpenter reconvened the meeting of the Board of County <br />Commissioners. <br /> <br />Recognition of William G. Hamby, Jr., and Billy J. Simmons, Jr. <br /> <br /> Commissioner Payne read the following resolution honoring Commissioner <br />Hamby. <br /> RESOLUTION HONORING WILLIAM G. HAMBY, JR. <br /> CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> <br /> WHEREAS, William G. Hamby, Jr., was elected to the Cabarrus County Board <br />of Commissioners in November, 1984 and has served as a member for a period of <br />eight years, during that time serving as Vice-Chairman of the Board during 1991- <br />1992; and <br /> WHEREAS, as an elected official, he has devoted his time, energy and <br />talents to Cabarrus County and has provided experience and sound judgement on its <br />behalf with unfailing integrity and dignity; and <br /> WHEREAS, during his tenure as a member of the Board, significant <br />advancements were made in Cabarrus County, all of which helped to improve the <br />quality of life for County citizens; that during Mr. Hamby's term of office, he <br />was part of helping to guide the Board of Commissioners to certain achievements, <br />including, but not limited to the following: <br /> Progressive Capital Improvements Program, including the Jail <br /> Renovation and Expansion, Courthouse Third Floor Completion, <br /> Rowan-Cabarrus Community College Satellite Campus, Social <br /> Services Addition, Kannapolis Branch of the Cannon Memorial <br /> <br /> <br />
