129 <br /> <br />Library, Bakers Creek Park, Expansion of Frank Liske Park, <br />Governmental Center, Senior Center, and new Ambulance <br />Substation. <br />Expansion of a water and sewer system, now providing water to <br />over 3500 homes and businesses and sewer service to over 500 <br />homes; the development of plans and construction of the Coddle <br />Creek Reservoir to be completed in 1993; the construction of <br />the Black Run Creek Reservoir with the Town of Mt. <br />Pleasant;and the creation of the county-wide Water and Sewer <br />Authority. <br />Strong proponent of transportation needs and the preservation <br />of major transportation corridors; Represented the County with <br />distinction as Chairman of the Transportation Advisory <br />Committee consisting of elected officials of the Kanlacon <br />area, and as a member of the Carolinas Transportation Compact, <br />a regional organization of elected officials from thirteen <br />(13) area counties. <br />An improved County financial rating and improved methods of <br />financial reporting, resulting in the receipt of the <br />Certificate of Excellence in Financial Reporting in 1985 and <br />each year thereafter. <br />Improvements in Public Health and Safety for the benefit of <br />County citizens, including the reduction in the infant <br />mortality rate by the hiring of full-time physicians at the <br />Health Department and the development and implementation of <br />county-wide E-911. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Cabarrus County Board of <br />Commissioners that: <br /> (1) That the Board of Commissioners expresses to Mr. Hamby its <br />appreciation for his leadership and dedicated service to the citizens of Cabarrus <br />County for the period 1984-1992. <br /> (2) That this resolution become a permanent part of the minutes of the <br />Board of Commissioners of Cabarrus County and that a certified copy be presented <br />to Mr. Hamby. <br /> Adopted this the 7th day of December, 1992. <br /> <br />/s/ Carolyn B. Carpenter, Chairman <br /> Board of Commissioners <br /> <br /> Chairman Carpenter presented a plaque to Commissioner Hamby in appreciation <br />for his service to Cabarrus County. <br /> <br /> Commissioner Barnhart read the following resolution honoring Commissioner <br />Simmons. <br /> RESOLUTION HONORING BILLY J. SIMMONS, JR. <br /> CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> <br /> WHEREAS, Billy J. Simmons, Jr., was elected to the Cabarrus County Board <br />of Commissioners in November, 1988 and has served as a member for a period of <br />four years, during that time serving as Chairman of the Board during 1990-91; and <br /> WHEREAS, with a deep conviction for a progressive government, Mr. Simmons <br />has diligently reviewed and deliberated all matters, facts, and proposals <br />presented to the Board and has always taken a firm position with regard thereto; <br />and <br /> WHEREAS, during his tenure as a member of the Board, significant <br />advancements were made in Cabarrus County, all of which helped to make the County <br />a better place to live and work; that during Mr. Simmons~ term of office, he was <br />part of helping to guide the Board of Commissioners to certain achievements, <br />including, but not limited to the following: <br /> . Strong proponent of better funding for education, increasing <br /> per pupil funding from $479 in 1988 to $763 in 1992, up from <br /> the bottom half to above the median per pupil spending for <br /> North Carolina counties. <br /> _ Expansion of water and sewer services, including the addition <br /> of over 500 new water customers and 400 new sewer customers; <br /> Construction of the Coddle Creek Reservoir to be completed in <br /> 1993; and the creation of the county-wide Water and Sewer <br /> Authority. <br /> <br /> <br />
