137 <br /> <br />Guidelines for acceptable continuing education includes any <br />area in Section 12 of this ordinance, plus training in use of <br />self-contained breathing apparatus. A maximum of two (2) <br />hours credit will be given for self-contained breathing <br />apparatus. <br />Must have identification cards issued by the Cabarrus County <br />Office of Emergency Medical Services verifying that the <br />individual is a certified first responder. This card must by <br />worn by responders when on call. <br />An individual who possesses a current and valid certification <br />as a North Carolina Emergency Medical Technician may be <br />certified as an individual first responder in Cabarrus County <br />without having to complete a forty (40) hour first responder <br />course. N.C.E.M.T. certification must remain current and all <br />other requirements of these guidelines must be fulfilled. An <br />E.M.T. whose certification has expired will be allowed to <br />revert to first responder status if he/she pass first <br />responder recertification requirements. <br />First responder personnel will not be exempt from any rules, <br />regulations, or duties of their sponsoring organization. <br /> <br />SECTION 6: Standards for Communications. <br /> <br />First responders will be controlled under all current FCC and <br />Cabarrus County Fire Department radio procedures. <br /> <br />SECTION 7: Standards for Dispatch. <br /> <br />o <br /> <br />o <br /> <br />o <br /> <br />Cabarrus County first responder agencies will respond on a 24 hour <br />basis. <br />Cabarrus County Communications will dispatch first responders to <br />respond to accidental or medical emergencies. <br />The first responder agency or individual will not respond to any <br />calls for assistance unless they notify the Cabarrus County <br />Communications Center. <br />Any calls received personally by a first responder agency or <br />individual must be reported first to the Cabarrus County <br />Communications Center before first responders respond to the call. <br />The first responder or agency will only be dispatched to emergency <br />situations in their designated first responder area unless an <br />emergency situation arises where their assistance will be needed. <br />No first responder or agency will be allowed to cancel a dispatched <br />ambulance unless a patient release has been obtained by the first <br />responder or unless the call is unfounded. If an ambulance is <br />cancelled, the person cancelling must identify him/herself. <br />A first responder or agency will be allowed to cancel a rescue unit <br />that has been dispatched of an entrapment or pin-in if the situation <br />no longer exists. If rescue is cancelled, the person cancelling <br />must identify him/herself. <br />No more than four (4) first responders per patient shall be at the <br />emergency scene unless the conditions warrant additional first <br />responders. If more than the required number of first responders <br />appear at the scene, they shall: <br />a. Be held in reserve in case their services are required. <br />b. Provide traffic control. <br />If at any time a Cabarrus County Emergency Medical Service vehicle <br />arrives on the scene before the first responder, they may, at their <br />discretion, cancel the first responder in route or slow their <br />response. <br /> <br />SECTION 8: Standards for Patient Care by First Responder Agency and the First <br /> Responder Member. <br /> <br />At the scene of an emergency, the first responder agency shall <br />administer basic life support and first-aid, including the taking of <br />vital signs, to the sick or injured in a way that is consistent with <br />the level of first responder training set forth. First responders <br />are limited to basic care. <br /> <br /> <br />
