136 <br /> <br />SECTION 4: Terms of Certification as a First Responder Agency and Individual <br /> Responder. <br /> 1. A certificate to operate as a first responder agency in Cabarrus <br /> County, and issued by the Cabarrus County Office of Emergency <br /> Medical Services to an applicant agency will be permanent with four <br /> (4) individual first responders. However, either party at its <br /> option may terminate the certificate upon thirty (30) days prior <br /> written notice to the other party or immediately upon failure to <br /> meet qualification standards. <br /> 2. A certificate to operate as an individual first responder in <br /> Cabarrus County, issued by Cabarrus County Office of Emergency <br /> Medical Services will be valid for a term of two (2) years. <br /> 3. If any first responder agency or individual first responder shall <br /> violate or fail to comply with any provision of these guidelines, <br /> notification will be given by the Director of Cabarrus County <br /> Emergency Medical Services to the first responder agency Fire Chief <br /> or his/her designee stating the violation and requesting a meeting <br /> to resolve the violation. If the violation is not resolved, the <br /> written complaint will be forwarded to the Cabarrus County First <br /> Responder Advisory Board for its investigation of the complaint. <br /> The First Responder Advisory Board will have the final authority on <br /> suspension or revocation of an individual first responder's <br /> certification. The board can make a recommendation to the Board of <br /> County Commissioners for suspension or revocation of a first <br /> responder agency's certificate. <br /> 4. Upon termination, revocation, or suspension of a certificate to <br /> operate as a first responder agency or individual, as hereunder <br /> determined, the first responder agency or individual shall <br /> immediately cease to operate. Termination of a certification for <br /> non-compliance to rules must be approved by the Board of County <br /> Commissioners. <br /> 5. If membership drops below that specified in Section 4.1, the First <br /> Responder unit has 120 days to get back to strength. If not, the <br /> Advisory Board will suspend the certification until the number is <br /> back to minimum. <br /> <br />SECTION 5: Standards for First Responder Agencies and First Responder Members. <br /> <br />Each first responder agency and its first responder members shall at <br />all times comply with the requirements of these guidelines, the <br />certification granted hereunder, and all applicable state and local <br />laws relating to health, sanitation, safety, OSHA and all other laws <br />and ordinances, including the N.C. Motor Vehicle laws when its <br />members are responding to an emergency scene. <br />To be certified and maintain certification, a first responder <br />individual must: <br />A. Be of suitable character. <br />B. Be at least eighteen (18) years of age. <br />C. Have a valid N.C. driverVs license and a good driving record <br /> as determined by the Chief or his designee. <br />D. Be required to show evidence of successful completion of a <br /> basic first responder training course as described in Section <br /> 12 of this document. Instructor must be approved by First <br /> Responder Advisory Council. The final written exam must be <br /> passed with a score of 70%. Ail practical stations must be <br /> passed. <br />E. Be required to show evidence of continuing education of at <br /> least 15 hours per year in emergency medical service related <br /> courses. <br />F. Recertification: Recertification to be every two (2) years <br /> and will include a written test and 6 practical stations. Ail <br /> evaluators will be approved by First Responder Advisory <br /> Council. <br /> Station 1 - Primary and secondary survey <br /> Station 2 ~ Vital signs <br /> Station 3 - Airway management <br /> Station 4 - CPR and obstructed airway <br /> Station 5 - Splinting <br /> Station 6 - Hemorrhage control <br /> <br /> <br />
