141 <br /> <br />receive all information'without the need for an information <br />relay and all non-relevant communications will be kept off the <br />fire frequency. <br />These communications should be limited to the first responder <br />checking in route (10-17) and arrival (10-23) plus any critical <br />medical information. <br /> <br />SECTION 18: Advance Life Support Care <br /> <br />Ail First Responder organizations who wish to function as an <br />expansion of Cabarrus County Emergency Medical Service's Advanced <br />Life Support Program must meet the following guidelines: <br />A. The expansion package will be done through Cabarrus County <br /> EMS. <br />B. First Responder organizations must participate in Cabarrus <br /> County EMS audit and review. <br />C. All ALS call sheets must be forwarded to the Cabarrus County <br /> EMS Training Officer on a monthly basis. <br />D. All training for ALS certification and recertification will be <br /> provided by Cabarrus county EMS and will follow Cabarrus <br /> County EMS guidelines. <br />E. Bonds <br />Clerk to the Board <br /> <br />Animal Control Ordinance Revision <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the Board adopted a revision to the Animal Control Ordinance <br />in Article I, Section 16, lines 3 and 4 to add ..."or any veterinarian outside <br />of the county who wishes to participate in the program." Section 16, <br />Spay/Neuter, as amended, reads as follows: <br /> <br />Section 16. Spay/Neuter <br /> Ail dogs and cats adopted from the Animal Shelter shall be <br />spayed/neutered. The person adopting the animal shall pay a $40.00 <br />adoption fee which shall be applied toward the spay/neuter fee at <br />any local veterinarian's office in Cabarrus County or any <br />veterinarian outside of the county who wishes to participate in the <br />program. <br /> <br />Budget Amendment Public Health/Animal Control <br /> <br /> Dr. William F. Pilkington, Health Director, and Ms. Jan Bryant, Chief <br />Animal Control Officer, requested approval of a budget amendment to allocate <br />funds for an additional employee and computer equipment to implement the animal <br />control!icensing program in January, 1993. Stating that local veterinarians had <br />indicated no interest in issuing licenses at their offices, Ms. Bryant reported <br />that licenses will be issued by mail and at the Animal Shelter. During <br />discussion, Board members stated the need for additional locations at which <br />residents may purchase licenses and asked that Dr. Pilkington and Mr. Witherspoon <br />investigate this matter further. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the following budget amendment. <br /> <br /> <br />
