Ross, Register of Deeds, in accordance with North <br />Carolina General Statute 161-4. <br /> <br />Certificates of Participation - Kannapolis City Board of Education <br /> <br /> Dr. Edward B. Tyson, Superintendent of Kannapolis City Schools, reviewed <br />the need to install a heating and air conditioning system at A. L. Brown High <br />School and to make other necessary improvements at the school. He reported the <br />project, which is estimated at $1 million, could be financed by certificates of <br />participation or bank portfolio lending. According to Dr. Tyson, the Board of <br />Education wished to borrow the $1 million and repay the amount over a period of <br />seven to ten years with the annual capital outlay funds allocated by the County. <br /> <br /> Ms. Millie Hall, Superintendent of the Kannapolis City Board of Education, <br />reiterated the need for a heating system for A. L. Brown High School and pointed <br />out that the high school is the only school in the county without air <br />conditioning. <br /> <br /> Mr. Witherspoon reviewed the time table and steps necessary to proceed with <br />the financing for the A. L. Brown High School Project as outlined in a memorandum <br />from Mr. Blair Bennett, Finance Director. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board moved to proceed with the financing for the A. L. <br />Brown High project and requested that a formal resolution be prepared and brought <br />to the Board for approval on December 9. The Board named Mr. Blair Bennett and <br />Mr. John Witherspoon as the authorized representatives to work with the banks and <br />to get proposals ready for the financing of the project. <br /> <br /> <br />
