NEW BUSINESS Approval of Bond for Register of Deeds UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and unanimously carried, the Board by resolution approved the bond in the amount of $50,000.00 for Mr. Charles B. Ross, Register of Deeds, in accordance with North Carolina General Statute 161-4. Certificates of Participation - Kannapolis City Board of Education Dr. Edward B. Tyson, Superintendent of Kannapolis City Schools, reviewed the need to install a heating and air conditioning system at A. L. Brown High School and to make other necessary improvements at the school. He reported the project, which is estimated at $1 million, could be financed by certificates of participation or bank portfolio lending. According to Dr. Tyson, the Board of Education wished to borrow the $1 million and repay the amount over a period of seven to ten years with the annual capital outlay funds allocated by the County. Ms. Millie Hall, Superintendent of the Kannapolis City Board of Education, reiterated the need for a heating system for A. L. Brown High School and pointed out that the high school is the only school in the county without air conditioning. Mr. Witherspoon reviewed the time table and steps necessary to proceed with the financing for the A. L. Brown High School Project as outlined in a memorandum from Mr. Blair Bennett, Finance Director. UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and unanimously carried, the Board moved to proceed with the financing for the A. L. Brown High project and requested that a formal resolution be prepared and brought to the Board for approval on December 9. The Board named Mr. Blair Bennett and Mr. John Witherspoon as the authorized representatives to work with the banks and to get proposals ready for the financing of the project.
